Selenica: Being an economist, dealing with hydropower for many years, I can understand it from a macroeconomic point of view. The final study for the Vjosa cascade was completed in 1993 and was done by the State University of Tirana, hydrology department and was approved by the council of ministers at that time. Based on that study with 7 dams, it is a macro study from the energy point of view for the whole of Albania because Albania has the power to generate about 20 terawatt hours per year, energy potential.
The issue is with the first study, it was serious and if you look at the changes that were made in the period of so-called democracy, it is that Kalivaçi was inserted in the middle. For the reason that the Pocem hydropower plant would do the regulator, what Skavica does, because there was no space to do it above. It would protect the entire flood zone below Pocem. The Vjosa River is the number two energy asset in Albania. Talking about wild rivers seems utopia to me. The energy volume of Vjosa, according to that study, is 2.2 terawatts. But, you must understand that the reservoir of Pocem would be 2 billion cubic meters of water. The head of the Department of Environment in DP, Jamarbër Malltezi, has stated that after the declaration of Vjosa National Park, another reality is hidden from the one that the government serves.
In a statement to the media from the blue headquarters, Malltezi said that the waste water of Gjirokastra, Tepelena, Përmet and Memaliaj flows into Vjosa. Likewise, according to Malltez, the oil industry also pours waste into the waters of Vjosa.

Edi Rama declared the Vjosa River as a National Park. But before it is a name and desire, a National park becomes such through some strict criteria. According to the law on protected areas, pollution is not allowed in the National Park.

1. The wastewater of Gjirokastra, Tepelena, Përmet and Memaliaj (as well as dozens of villages along the way) is discharged into Vjosa (0 wastewater treatment plant)
2. The oil industry discharges waste from oil extraction (eg Gorishti) - 0 wastewater treatment plants before being discharged into Vjosa.
3. The bed of Vjosa is damaged every day by coastal quarries, including those of Piro Lutaj's brother in Poçem and Kapllan-pallati in Varibob right on the edge of Vjosa, but they do not feel at all about the law that they give bribes and votes to the Sultan.

Kurumi bought these hydropower plants when they were in working condition, newly reconstructed from a 22 million euro EBRD loan that the Albanian state is still paying and will continue to pay until December 31, 2044.
This is how the son of the engineer Gjadri expressed it years later: " When the two Bistricas were sold, my father suffered a great shock because he had started his career there, he had the best memories of his life. And above all it seemed to him something absurd. They didn't think anything of it when they sold it. No one asked him. They were sold in May 2013. Kurum, Ulza, Shkopeti and the two Bistricas were sold to the company. The father was helpless at that time. They were functional hydropower plants, more than functional, they were reconstructed with a large loan from the Stock Exchange. About 22 million euros have been invested in Bistrica 1 and 2.
I think that this loan is still paid by the Albanian state. The term of the loan is until 2044. Both hydro plants were at full efficiency and have been very profitable. They produced energy, not as much as Fierza or the Cascade of Drini, but about 10% of their production, i.e. several million euros per year. At the moment when the contract of their sale and purchase was signed, the Turkish firm did not give any kind of explanation and account to the Albanian state . Because 100% of the shares were sold. And foreigners became the owners of all this public property. Considering that the reference point for any investment decision-making concerns the rate of return, the comparative advantages of Albanian hydropower plants (HPP) are indisputable. They are linked to the country's extraordinary natural potential: with eight large rivers that cross a watershed over 57% of the current political extent of the country, with an average height of 700 m above sea level and a perennial flow of 1245 m3/ seconds, for a combined supply of over 40 billion cubic meters.
Based on the latest official data, it can be roughly said that today the total installed capacity has reached 2450 MW; awarded but undeveloped projects in 1435 MW; hydropower potential studied but still unused, at about 615 MW. In this context, the installed capacity of private production plants has reached 1100 MW.
As for here, as it is traditionally understood, the sources of electricity developed in Albania are based on hydroelectric potential. However, today about 46% are still "virgins". Moreover, it is worth noting that the country can offer one of the region's lowest production costs (LCOE) of hydropower plants, starting from an average of 30 Euro/MWh.
All this has led to the hydropower sector materializing for a long time as one of the targeted directions of successful foreign investments, originating from countries in Europe with the oldest tradition of the hydropower industry.

The Deputy Prime Minister further stated that the government has for years launched a real strategy of diversification of energy resources, with a precise goal, the return of Albania from an importing country to a net exporting country.
"And this will happen within the year 2029, according to an analysis of all programs and projects, but also with the calculation of private sector investments that are already important," she said.
For Deputy Prime Minister Balluku, the energy challenges that the countries faced last year did not give immunity to anyone.
"But no one, neither the EU nor the Western Balkans nor other countries knelt down, but were motivated to find new instruments and create new alternative sources", she pointed out.

Albania counts 264 active contracts for the production of energy from hydropower plants. According to data from the National Agency of Natural Resources, they are divided between 176 concession contracts and 88 contracts concluded according to the government decision that regulates new energy production capacities of up to 2 MW. However, some of the contracts have not yet started construction.
More specifically, there are 50 concession contracts and 43 others signed according to the VKM that not only have not started the operation, but have not even started the construction of the works. AKBN does not state whether they have been found to be in violation of the terms of the contract, but earlier a report of the High State Control, on the activities of the Ministry of Infrastructure and Energy, found that a part of HPPs entered into production much earlier later than the forecast in the contract.
According to KLSH, the ministry should have resolved the problematic contracts or should have imposed sanctions according to the obligations provided in the relevant contracts.
Based on this situation, KLSH recommended to the Ministry of Infrastructure and Energy to examine and take responsibility for the situation created by not taking measures to regulate the findings from the monitoring of the implementation of concession contracts and not imposing sanctions according to the obligations provided in relevant contracts.

Saudi Arabia plans to invest more than $266 billion to produce cleaner electricity and expand its power grid, the Kingdom's Energy Minister, Prince Abdulaziz bin Salman, has said.
During a forum organized by Saudi oil giant Aramco, bin Salman said the world's biggest crude exporter was also looking to become a global leader in hydrogen production.
"We are introducing over a trillion riyals ($266 billion) worth of investment by 2030 to address our plans to achieve cleaner forms of electricity within the kingdom as well as expanding and modernizing the power transmission and distribution grid," he noted.
"On the hydrogen front, we are determined to be the leading exporter as well as availing clean hydrogen for local usages in heavy industries to produce green products," bin Salma stated in the speech to the seventh annual IKTVA forum in Dhahran.
The kingdom would also double down on carbon capture solutions.
"We are no longer going to build any future power generation without carbon capture," the Saudi minister said.
Despite its goal of achieving net zero carbon emissions by 2060, Saudi Arabia remains hugely dependent on crude oil exports that have powered its growth for decades, raising doubts about its potential for an economic makeover any time soon.
Soaring crude prices following Russia's invasion of Ukraine allowed the kingdom to post its first budget surplus in nine years in 2022, giving it the financial firepower for economic development.
Separately, Saudi Arabia and France have underlined the need for mutual cooperation in the use of atomic energy for peaceful purposes.
Saudi's energy minister and the French minister of economy and finance, Bruno Le Maire, discussed prospects for cooperation in the peaceful uses of atomic energy and ways to promote bilateral relations between the two countries. At least 50 concession contracts for the construction of hydropower plants in the country have not yet started construction.
In total, according to official data, there are 176 contracts, which within them provide for the construction of one or more hydropower plants, a policy started in the first mandate of the Berisha government.

In 2015 the government passed a decision authorizing hydro plants smaller than 2MW to be approved only with the minister's signature.
Thus, in total, according to official data, there are 88 contracts signed based on the VKM in question.
"The number of contracts that have entered the energy production phase with at least one Hec is 35. The installed power for these contracts is 42.1 MW and the annual energy production is 150,847 MWh/year.
The number of contracts in the construction phase is 10. The installed power for these contracts is 18.9 ME and the annual energy production is 64,331 MWh/year.

During a hearing with interest groups, in the Production Activities Commission, Dëshira Mena from the Order of Albanian Engineers said that the draft presented by the government does not guarantee this.
