HPP concessions, 50 contracts have not yet started construction

At least 50 concession contracts for the construction of hydropower plants in the country have not yet started construction.

In total, according to official data, there are 176 contracts, which within them provide for the construction of one or more hydropower plants, a policy started in the first mandate of the Berisha government.

But even though years have passed and scans after scans, even by the Rama governments, it seems that the contracts in some of them continue to remain only paper.

The National Agency of Natural Resources reported that from the register of contracts that the Concession Contracts Monitoring Sector monitors, there are currently 176 active concession contracts and 88 contracts with production capacity below 2 MW according to VKM 822/2015.

"From the total of 176 concession contracts:

The number of contracts that have entered the energy production phase with at least one Hec is 114. The installed power for these contracts is 1,078.5 MW and the annual energy production is 3.9 million MWh/year.

The number of contracts in the construction phase is 13. The installed power for these contracts is 99.6 MW and the annual energy production is 348,087 MWh/year.

The number of contracts that have not started construction is 50. The installed power for these contracts is 788.8 MW and the annual energy production is 3.1 million MW", the summary states.

In 2015 the government passed a decision authorizing hydro plants smaller than 2MW to be approved only with the minister's signature.

Thus, in total, according to official data, there are 88 contracts signed based on the VKM in question.

"The number of contracts that have entered the energy production phase with at least one Hec is 35. The installed power for these contracts is 42.1 MW and the annual energy production is 150,847 MWh/year.

The number of contracts in the construction phase is 10. The installed power for these contracts is 18.9 ME and the annual energy production is 64,331 MWh/year.

The number of contracts that have not started construction is 43. The installed power for these contracts is 63.5 MW and the annual energy production is 237,968 MWh/year," the document states./ Monitor
