At the end of last year, the company announced the idea of ??using the Moglica reservoir, which holds 380 million cubic meters of water, as the basis for the new pumping station, as the turbines can also be placed underground.
This would significantly increase the annual electricity production in Albania and improve the management of the Devolli cascade. The company expects the study phase to be completed this year, paving the way for the decision to make such an investment or not. But the fact that this project is considered by Statkraft among the most important makes it even more possible to start the implementation phase in 2025 and production by 2030.

Prime Minister Edi Rama participated in the Investment Summit for the Region, held in London. The head of the government gave an online speech, as he was not physically present, where, among other things, he gave the reasons why entrepreneurs should invest in Albania.
He said that Albania has already changed a lot.
"The region is doing well and while the world is also changing, Albania has changed a lot. From a country with the stigma of an unsafe country, to a country which last year reached a figure of 10 million tourists, more than three times the population we have", said Rama.
He mentioned the new energy resources, while he said that before Albania's energy system was "almost being destroyed", because, as he said, "the majority of the population did not pay the bills".
"The price of electricity in Albania has not changed at all and we are below the regional levels", he said.

"The surface of the territories of the protected areas will not be affected in the final version and I want to thank the deputies who took into consideration the suggestions, and the opinion of the government that there will be no division of the territories of the protected areas with the municipalities", - said the Minister of Tourism and Environment Mirela Kumbaro.
After the approval, the delegation of the European Union in Albania also reacted, which in a post on social networks underlined that in the framework of membership negotiations, the approval of laws on matters covered by EU legislation presupposes genuine and comprehensive public consultation, as well as a predictable and transparent process. "The EU delegation will follow very closely the implementation of the new legal provisions for protected areas, according to the EU legal framework for environmental protection and Albania's international commitments", - it was said, among other things, in the reaction. The answer was given by Prime Minister Edi Rama, according to whom in the last 10 years an exemplary progress has been made in the protection of biodiversity and today we are the first in the region for the amount of protected areas. In an inspection at the Pogradec electrical substation, Deputy Prime Minister Belinda Balluku emphasized that the year 2024 has come with a new spirit and promising projects for the country.
The pandemic, the aggression in Ukraine as well as other external factors that have affected the economy, have forced the government to curb investments in infrastructure and energy.
Deputy Prime Minister Belinda Balluku during the inspection of the electrical substation works in Pogradec emphasized that the last 3 years have been extremely difficult.
"After 2020, with the start of the pandemic, we had to stop the investments that were then followed by the post-pandemic, and then with the energy crisis as a result of the Russian aggression in Ukraine," said Balluku.
According to Balluk, 2024 has come with a good investment plan.
"This is the first year that we have a good investment plan," said Balluku.
The cities with the highest number of tourists have priority in terms of new energy projects.
As for the electrical substation in Pogradec, the works according to number two of the government will be completed in December of this year.

February 1st marks the official merger of the Albania-Kosovo energy market, with the sale of energy traded the day before on the Albanian Electricity Exchange, ALPEX. According to official data, the traded volume reached a modest amount of 2,482 mWh, while the average price at which energy was traded is 111.38 euros/mWh.
The operation of the Albanian Electricity Exchange started in April last year, while the merger of the bidding areas Albania - Kosovo was part of the plan, to enable a wider market. However, the challenge remains to ensure the necessary liquidity, which includes the number of companies listed and the volumes traded on this platform.
Currently, there are 21 member companies, while the vast majority are Albanian companies. More specifically, there are 17 companies from Albania, including 5 public energy companies, and 4 companies from Kosovo. 2 of the latter are public and the other 2 are private.
Energy trading on the stock market presents a number of advantages, starting with the provision of a transparent and competitive electricity market on an hourly basis, enabling the energy price to reflect the true and fair value of electricity in the system.
However, this significantly depends on its liquidity. Likewise, the creation of a common energy market presents advantages for both countries, enabling an increase in energy security.

Environmental organizations and experts in the field of nature conservation have expressed their opposition through a public stance for legal changes in the "Protected Zones" law, where the draft law provides for the construction of national parks. The position comes after the presentation of the draft law in the commission.
" This draft law contradicts the purpose of the law on protected areas ", states the position of environmental organizations. According to them, if the proposed amendments are approved, the conditions will be created for hydropower plants to be built in the protected areas, hydrocarbons to be extracted, as well as urban constructions.
For environmental organizations, these types of activities "alter, intensively exploit and degrade natural ecosystems, thus violating the essence of the law on protected areas".
Without legal changes, protected areas are classified as territorial areas in which natural ecosystems and wildlife must be protected precisely from the aforementioned investments.
In the draft law, it is proposed to manage at least 20% of the surface of the protected area by the respective municipalities.

Final approvals for renewable electricity projects in Albania will expire after 12 months to discourage investors from buying and selling them, according to the Ministry of Energy Infrastructure. It is preparing to launch the public call for a 300MW solar power auction next week, while an energy storage auction may also be in the works, according to the annual presentation. State-owned energy company KESH unveiled a pumped storage hydropower project along with 76 MW of solar power capacity. Approvals issued for 896 MW in solar power capacity, 86 MW for wind power
There are 64 solar energy projects with final approvals outside the subsidy mechanisms, with a total capacity of 603 MW, Balluku revealed. That compares with just 13 final approvals for 37 MW in wind power. Preliminary consent, which in 99% of cases leads to final approval, has been granted for 16 photovoltaic projects with a total capacity of 293 MW and nine in the wind segment, for 49 MW, Balluku said. In total, the planned capacities are 896 MW and 86 MW, respectively. This compares with 49 solar applications totaling 1.9 GW and 26 of 2.05 GW for wind, which are in the pipeline. There are still no wind turbines in operation in Albania.
The ministry scheduled the launch of the public call for a 300 MW solar power auction for January 15. The pre-qualification deadline is set for April 29, after which technical bids will be evaluated until May 24. Participants will have until July 7 to submit their bids, which must be opened three days later. In addition, a reference to a plan for an energy storage auction appeared among slides in the ministry's presentation, but officials did not address the topic.
Photovoltaics other than agrosolar are only allowed on lower grade land
Turning to the concept of agrivoltaic, also known as agrosolar, Balluku said that investors can combine agricultural production with solar power plants on land in categories 7 and 8. Other solar power plants are only allowed on land with lower grades – 9 and 10, she added. "Albania is a small country, where land is really one of the most precious assets we have," she said, but also added that a balance must be found with energy needs.
KESH will turn the Fierza hydropower plant into a storage system with pumps
The state energy unit KESH is planning to install a pumped storage system for the future surplus in solar and wind energy production, announced its administrator Ergys Verdho. At the end of 2025, the company will have 76 MW of photovoltaics in operation, he estimated. It therefore aims to create a system that would pump water from the Koman hydropower plant upstream to the Fierza hydropower plant, explained Verdho, quoted by SCAN TV. He highlighted the fact that the Koman reservoir is small, arguing that the upgrade would increase efficiency at times of the strongest flows.
