Procurement by RAO UES Entities Tops RUB300 bn in 2004
Moscow, 10 February 2005. The value of procurement by enterprises of RAO "UES of Russia" in 2004 was in excess of RUB300 billion. The savings achieved as a result of the use of competitive procurement totalled RUB3.3 billion, a nearly threefold increase on 2003.
The main procurement method used by the energy companies is competitive tendering, with special emphasis placed on public tenders. In 2004, RAO UES enterprises held nearly 9,000 tenders, which is two times the 2003 figure. The share of competitive procurement grew to 45.5%.
One of the principal areas for the development of the competitive procurement system at RAO "UES of Russia" is the expansion of e-business systems. In October 2002, RAO "UES of Russia" initiated the development and launch of an e-trading system, Goods, Services and Technology Markets for Electricity Industry - B2B-Energo, which now has over 2,600 participants from Russia and 22 countries of the world.
Trading in the B2B-Enego helps RAO UES entities reduce their procurement costs by at least one third, and cut the price of the goods, works and services procured by 9%. Price of the products procured through e-auctions is reduced by an average of 17% and, in some cases, by more than 40%.
For example, in 2004 OAO Neporozhny Sayano-Shushenskaya HPP procured goods worth over RUB300 million through e-trading systems, achieving savings of more than RUB30 million. Thanks to the use of B2B-Energo, OAO Penzaenergo was able to save RUB70 million in 2004.
The use of e-procurement is one of the factors, which make it possible to curb the heat and electricity price rise in different regions of Russia.
In view of the successful experience of using e-business mechanisms in procurement activities, the Management Board of RAO "UES of Russia" decided that at least 50 percent of goods, works and services procured by RAO UES entities should be purchased through e-trading systems on a competitive basis.

Heat viewing is conducted, as a rule, two times per year - by early spring and by late autumn, when it is sufficiently cold and heat conductors work in the heating

Because of this technology of power engineering they can in proper
time prevent the appearance of interference, ensuring the reliable and uninterrupted heat supply of users in the
winter period. Planning the repair of heat conductors is not less important task of
heat viewing. After comparison with the map of Moscow streets thermal photographs
are transferred to the operational regions of the thermal networks OF
JOINT STOCK COMPANY "Mosenergo - Moscow Regional Administration of
Power System Management". Thus, specialists obtain additional information about the state of
conduits, which is used for determining the necessary volumes of repair work.

Khristenko: UES Sales May Not Start Until '06

Industry and Energy Minister Viktor Khristenko on Wednesday brushed off investor concerns that UES reforms had been shelved, but admitted that the eagerly anticipated privatization auctions for the power monopoly's choicest assets will not happen anytime soon.
The Cabinet was scheduled to finalize a privatization plan for UES' generating assets and other details of the industry's restructuring on Dec. 2. On Monday, however, the meeting was postponed until Dec. 16, and Tuesday it became known that privatization was taken off the agenda.
"There is nothing negative about what is going to be discussed at the government meeting," Khristenko told reporters after a meeting of a government commission on energy reforms.
Nonetheless, Khristenko said preparing the assets for sale could take until the middle of 2006, seeming to confirm market fears that no auctions will take place next year.
"It just means that the goods will be sold when it is clear where they will be sold, on what bazaar it should be done," Khristenko said, referring to the 10 wholesale generation companies, known as OGKs, that are being created from the more than 70 UES generating assets. The six that will be auctioned off are considered the cornerstone of sector reform.
"The issue is when, what and under what conditions. The talk now is about [how] ... they have to be prepared and packaged," he said.
Media reports Tuesday about the delay sent UES shares down as much as 5 percent. Industrial groups have been buying up UES shares in anticipation they will be able to use them as currency in the auctions.
News of the delay prompted Aton brokerage to cut its rating on UES to "hold" from "buy." But Khristenko said he does not share the market's pessimism.
"It is more important for those who will come to this business to clearly understand on what conditions and rules they will function," he said.
Fyodor Tregubenko, an analyst at Brunswick, said it was clear reforms had been stopped when it became clear last month that gas monopoly Gazprom had acquired a 10 percent stake in UES.
"It would have been naive to expect radical decisions from the government at this point," he said.
RAO "UES of Russia" Puts Hydrogenerating Unit 3 of Bureyskaya HPP into Commercial Operation

Today, hydrogenerating unit No. 3 of the Bureyskaya HPP has been put into commercial operation in the settlement of Talakan, Amurskaya Region. The inauguration ceremony was attended by the Deputy Chairman of the Russian Government Alexander Zhukov and the Chairman of the Management Board of RAO UES Anatoly Chubais.
The construction of the Bureyskaya HPP is provided by the Federal Target Program "Economic Development of the Far East and Transbaikalia for years 1996-2005 and until 2010" (dated March 19, 2003) and the Federal Target Program "Energy Efficient Economy".
This power plant is a top priority construction project of RAO "UES of Russia". In 2000 - 2003, the Holding Company invested RUB14.6 billion in own funds in the construction of the power plant. In 2004, RAO "UES of Russia" is to invest RUB8.9 billion in the construction of the Bureyskaya HPP. The amount of investments to be made in the construction project in 2005 is anticipated at RUB8.5 billion.
The first two hydrogenerating units of the Bureyskaya HPP were put into operation in June and November of 2003, respectively. Their aggregate capacity is 370 MW. The commissioning of the third hydrogenerating unit (300 MW) will increase the power plant's capacity almost twofold to 670 MW. This will improve the reliability of energy supply in the Far East and increase the share of cheap electricity generated by the hydropower plant in the region's energy balance.
The commissioning of the Bureyskaya HPP helped reduce the region's dependence on coal supplies. In 2004 alone, the generation at the power plant will save over RUB1.75 million tonnes of coal. After the power plant reaches its designed capacity, the savings will total 5.2 million tonnes of coal annually. In 2004, the annual savings as a result of reduction in the purchase of long-range coals will make RUB1.3 billion, and in 2007 the savings are expected to reach RUB4.7 billion.
The launch of the first two hydrogenerating units at the Bureyskaya HPP made it possible to reduce the electricity tariffs in the East energy area by 5-9% in 2003 and by 2.09% in 2004.
In the ten months of 2004, the power plant generated 1.6 billion kWh of electricity. Thus, the power plant made it possible to meet the increased energy demand in the area: the demand grew year-on-year by 857.8 million kWh in the ten months of 2004 to 30.7 billion kWh.
When the power plant construction is completed and all six hydrogenerators are put into operation, the capacity of the Bureyskaya HPP will reach 2,000 MW, and the average annual output will be 7.1 billion kWh.

80th Anniversary of Industrial Heating in Russia
Moscow. 24 November 2004. Tomorrow, 25 November 2004, is the 80th anniversary of the launch of industrial heating in Russia.
On 25 November 1924, the first public heating main was put into operation. The pipeline linked Leningrad Power Plant 3 (now called Power Plant-3 of the Central CHPP owned by OAO "Lenenergo") and one of the residential buildings on the Fontanka river embankment. In 1929, the length of Leningrad's heating mains reached 8.6 km. In Moscow, the first heating pipeline was laid in 1928.
Industrial heating made it possible to replace the costly and inefficient boiler houses with large sources of cheap heat, CHPPs. Thermal power plants no longer need to discharge the heat energy produced in the process of electricity generation, thus helping avoid the so-called "heat pollution" of the atmosphere.
In 2003, Russian Federation generated 1.4 billion Gcal of heat energy. The enterprises of RAO "UES of Russia" Holding Company generated 468.8 million Gcal of heat in 2003, or 32% of all heat supplied to Russian consumers during the year. In the ten months of 2004, the Holding Company's entities produced 390.6 million Gcal of heat.

Community celebration marks opening of New Brunswick's first certified source of "green" power
ST. GEORGE, NB, Sept. 17 - The operation of New Brunswick's first
certified "green" source of energy was celebrated at a community event at the
new hydro dam at St. George Power.
"We congratulate the company on this achievement and for recognizing the
potential for a complete re-development of this historic plant," said the
Honourable Bruce Fitch, Minister of Energy. "St. George Power has not only
been given a new lease on life, but it has the potential of playing an
important role in the energy sector of our province as we move forward with
new policies and programs that will benefit the environment and ratepayers in
New Brunswick."
St. George is the first and only power generation facility in New
Brunswick to be certified under the national Environmental Choice(M) program
as a certified "green" source of energy. The Environmental Choice(M) Program
is North America's leading benchmark of environmentally responsible products
and services.
The Environmental Choice(M) Program has made a commitment to promote
electrical energy sources that have greatly reduced environmental impacts. The
Program recognizes technologies that use naturally occurring energy sources
such as the wind and sun, and power sources that, with the proper controls,
add little in the way of environmental burdens such as small run-of-river
hydro and certain energy from biomass. A rigorous third party audit was
conducted to ensure that St. George Power met all environmental criteria.
From the beginning of the project, one of the top priorities was to
ensure safe and easy passage for fish migrating from the ocean further up
river. Wild Atlantic salmon attempting to migrate up the Magaguadavic River
need an effective way to pass over the dam on their way up river. This
solution was approved by the Department of Fisheries and Oceans and the
Atlantic Salmon Federation.
Construction of the new dam and demolition of the old dam began in the
spring of 2002. Over 11,000 tons of cement (over 1800 truckloads) was used to
construct the green certified dam which can generate up to 40,000 megawatt
hours per year. About 50 people were employed during the 2 year project which,
despite some of the coldest temperatures on record this past winter, realized
a safety record well above the provincial average. Today, the generating
station employs two operators who monitor the power plants systems with
state-of-the-art technology.

plant with the best science, technology and stakeholder input, we believe we
can also increase tree growth in New Brunswick to responsibly add value to
community prosperity."
Criteria for Environmental Choice(M)

- The facility must be operating, reliable, non-temporary and practical.
- During project planning and development, appropriate consultation with
communities and stakeholders must have occurred, and prior or
conflicting land use, biodiversity losses and scenic, recreational and
cultural values must have been addressed.
- No adverse impacts can be created for any species recognized as
endangered or threatened.
- Supplementary non-renewable fuels must not be used in more than 2.00%
of the fuel heat input required for generation.
- Sales levels of ECP-certified electricity must not exceed
production/supply levels.
- Hydro energy must be in compliance with regulatory licenses;
protection of indigenous species and habitat; requirements for head
pond water levels, water flows, water quality and water temperature;
and measures to minimize fish mortality and to ensure fish migration
patterns.
RAO UES of Russia Opens a Special Account to Support Families of People Who Died or were Injured in Terrorist Acts
Moscow, 10 September 2004. RAO "UES of Russia" has opened a special account to which the Holding Company's subsidiaries and employees of energy companies may transfer money to support families of the people who were killed or injured in the acts of terror in August – September 2004.
RAO "UES of Russia" has donated RUB7.5 million in aid to the families of the 10 members of special army units killed and 27 soldiers wounded in the hostages siege in Beslan school.
"We receive numerous calls and letters from energy companies all over the country. People want to help those in grief," said member of the Management Board of RAO "UES of Russia" Andrey Trapeznikov. "The acts of terror did not pass by energy workers' families. There were people who died in the hostage release operation in the concert hall in Dubrovka, and people killed in the blast near the Avtozavodskaya metro station. The airplane blast on 24 August took away the life of the Federal Grid Company employee Stanislav Tarasov. 15 family members of employees of OAO "Sevkavkazenergo" died in the Beslan school siege.
The many thousand staff of RAO "UES of Russia" mourns with the families and relatives of those who died or were injured and express their sincere condolences.

Repair of 646 transformer substations is lead(carried out) also, on 22 substations the equipment has been completely replaced. Amounts of works on repair ;, executed in the current year, exceeds planned targets almost in 3,5 times. A principal cause of replacement of transformers are significant rates of growth in Moscow - about 5 % a year. Old transformers after carrying out of corresponding certification could work 25 more years, but they frequently any more do not cope growing year from a year with needs(requirements) of muscovites for electric energy. Therefore Open Society " Mosenergo " carries out replacement of the old transformers which have been let out(which have been released) in 60-70, on modern - more powerful and reliable.

its Power Generation Group has been awarded a contract to supply technology,
engineering and selected equipment for Baotou Donghua Thermal Power Company
(jointly owned by Huadian Power and Donghua Power Company) at the Baotou Power
Plant in the People's Republic of China. The Company's limestone-gypsum flue
gas desulfurization (FGD) system will be installed to reduce sulfur dioxide
(SO(2)) emissions by 95% from Baotou Units 1 & 2, a total of 600 MWe. The
contract, which represents the fifth successful project in China for Marsulex,
has been awarded through China Huadian Engineering Company (CHEC), one of the
Company's licensees.
The project, which Marsulex won against international competition, is due
for completion in early 2006.
Marsulex President and Chief Executive Officer, David Gee, said the
project is another important win for the Company and its licensee. "The demand
for retro-fitting existing coal-fired plants in China remains strong and our
reputation and track record of success continues to grow. Huadian Power, a
joint owner of this plant, is one of the largest power generation groups in

summer period. Intensively is conducted work on the building of block №', with the installed capacity of 180 MW and thermal - 260 gcalhour, introduction of which is planned on September 2004.

heating main from TETs-5 to the housing bloc "eastern", introduction is planned at the beginning of heating season, are begun works at the reducing pumping plant PNS-YY.

The interview with Arkady Yevstafyev, AO MOSENERGO CEO
The reform in the power industry in the Moscow region has started. AO MOSENERGO shareholders almost unanimously supported the restructuring plan. Under the plan, 13 new companies should be created. The grid business will be owned by Moscow and Moscow regional governments. For Arkady Yevstafyev, AO MOSENERGO CEO, this means the end of old controversies when he, as a «Chubais man,» was the main irritating factor for Moscow authorities. According to Yevstafyev, he will make his best to implement Chubais-Luzhkov pact that provides for amicable split of AO MOSENERGO assets. However, he does not exclude that the reality may be somewhat different.
Q: Recently, the Prime-minister Mikhail Fradkov has announced that key decisions on the power sector restructuring should be taken only after the steps made after 2001 have been analyzed. He also said that the decision on the mechanism for OGK auctions (privatization of generating companies) will be made no earlier than in December. What is you opinion of this statement? Does it mean that the reforms will be stopped or delayed?
A: The reform imply changes. Naturally, in the course of the reform new factors emerge and the changes in the reform itself are introduced. Moreover, the power industry restructuring is a complex process and not all problems and weak points can be detected right away. We have to track developments and revise many things. There is no threat in what the Prime-minister said. I am convinced that the reform will eventually take place. The government decided to take a break to get a deeper understanding of some issues. I see absolutely no disaster as a result of this statement. Judging by the progress, I see that the government is aware of the need in the electric utilities reforms. The draft proposal for AO MOSENERGO restructuring was approved at all levels and commissions in the government. The reform was also supported by our shareholders. 99,77% of AO MOSENERGO shareholders voted for the reform at the general shareholder meeting. We even did not expect such a positive result. We are pleased that minority shareholders voted for the reform. It was a material event.
Q: How did you achieve that?
A: My first deputy Dmitry Vasiliev visited key European countries and the US. We drafted a special information announcement in accordance with SEC requirements (ADRs are SEC’s jurisdiction). It was crucial to show that all data are true and transparent. This information announcement was filed with SEC.
A: How many shareholders took place in the AGM?
Q: 82.43%. Around 10% of our shares are floated in the form of ADRs that did not take part in the voting. Previously, the Bank of New York sent us voting proxies for those ADR holders who did not give their orders. However, as a result of new voting rules established by the Russian Securities Commission nobody voted for those ADR holders.
Q: You said that in some way the reform will be reassessed. Will the restructuring plan for AO MOSENERGO be changed?
A: The question should not be put this way. There is a principal strategy that will be followed. We implement the plan that was approved by the Russian government. In strict accordance with this plan AO MOSENERGO will be split in 14 companies whose shareholder structure will mirror that of AO MOSENERGO. We have signed agreements on the restructuring of AO MOSENERGO with the governments of Moscow and Moscow region. These are important documents under which the governments have the right to receive controlling stakes in grid companies.
Q: Please, tell, how did you manage to agree on the restructuring with the Moscow Government—your most ardent critic. Is it true that RAO UES CEO Anatoly Chubais agreed to concessions in exchange to support from All Russia Duma faction for Power Industry Restructuring Law?
A: It was a complex process and undoubtedly there was a political rationale. I was not involved in the political process, I only took part in drafting agreements. My opinion is that neither government interest not minority shareholder interests were not damaged.
The procedure for agreeing on all positions was very complex. At first, we obtained approvals from governments of Moscow and Moscow region having passed all government commissions. It was a very big job. After these agreements were approved we got signatures from Moscow mayor Yuri Luzhkov and governor of Moscow region Boris Gromov. These documents laid a framework for further actions. Then we had to approve the restructuring plan adjusted to the agreements which meant passing the whole procedure once again.
Q: Why the governments of Moscow and Moscow region want exactly grid assets?
A: It is quite understandable that heads of any federal entity always want everything. The natural desire of the management is to limit this trend to preserve the balance of interests. Everybody thought that both electric and heating lines is exactly what should be given to municipal authorities. The rationale is as follows: previously, the city built grid facilities that overlap with ours. We operate them all but the costs are not reflected in tariffs. In order to streamline the segment, they wanted to join their and our grid assets by contributing their assets as payment for rights issue for new grid companies. Thus, grid assets will be concentrated in the same hands and the governments of Moscow and Moscow region would set tariffs on grid services.
Q: Is there a preliminary estimate of how much Moscow assets cost?
A: No, there is not. The only thing we have is talking. I view such talking quite negatively. It is irresponsible and non-professional.
Q: Who will carry out the appraisal?
A: Independent appraiser that has international recognition. Everything will be done along usual market lines. By the way, at the BoD meeting at RAO UES German Gref suggested that the stake of the Moscow Government should be increased on market terms, based on independent appraisal, I was pleased to hear this.
Q: Agreements say that after the split of AO MOSENERGO the governments of Moscow and Moscow region may increase their stakes in grid companies to controlling ones. Who or what may force shareholders to vote for the dilution of their own stakes?
A: Such risk always exists and it is usual. Naturally, there can be contradictions, as somebody wants to get assets cheap and the other party does not want to sell them cheap. It is a normal question, and a reasonable solution will be looked for. Nobody will get anything for free. Assets will be exchanged for cash or other assets upon agreement with shareholders which is important and pretty difficult, too.
Q: Is there a risk that agreements will not be observed?
A: This risk is always there, too. There is no complete confidence that everything would go as was planned. For example, in a year the Moscow Government may say: «We have revised our position as the energy market has changed and there are new laws. Yes, we needed it before, but now we’d be better off if we change our position.» Everything may happen.
Q: Moscow is rich. It has assets and money. But how the Moscow region will pay for the rights issue?
A: I would be cautious to state that availability of money means the sufficiency. AO MOSENERGO is not a cheap company. I would like to stress: it a matter of honor for me to complete the agreements that were concluded. On our part, we will execute our obligations in strict accordance with the law and interests of all sides.
Q: Gazprom has been a major shareholder of AO MOSENERGO for several months. At the AGM, two top managers of Gazprombank became BoD members. What is Gazprom strategy towards AO MOSENERGO?
A: So far, Gazprom is assessing the situation. It is true that it has a major stake in AO MOSENERGO. In total. shares of the four companies amount to 15.8%. That’s as of the April ex-date. We had many meetings with them. They are just asking questions about AO MOSENERGO. I understand them. AO MOSENERGO is a pretty complex company. Our chief engineer who has been with AO MOSENERGO for 30 years and has two government awards says that he still does not understand what electricity is. And he is a «family doctor» for the company. So, in order to understand everything, Gazprom would need 30 more years.
Q: Gazprom states that he is interested in gas-fired station, while Moscow needs grids. So, market participants believe that the two companies would just divide AO MOSENERGO. Is this possible?
A: How do you imagine this? So far, none of them has sufficient assets to achieve this.
Q: Is it true that they are coordinating their actions regarding AO MOSENERGO?
A: I know that they meet, have discussions, but nothing else.
Q: When new companies that will be established on the basis of AO MOSENERGO will start operations?
A: As soon as they get registered.
Q: Whose shares out of 14 companies will be used to issue ADRs?
A: It is a difficult question. I don’t want to get ahead of the train, as there is a long process of getting approvals from US SEC. It is up to that body—to permit ADR issuance for a given company. The only thing I can say is that AO MOSENERGO ADR program will remain. It is difficult to forecast other things.
Q: So, ADR holders will lose as a result of AO MOSENERGO restructuring because they won’t get ADRs for new companies. Moreover, their stakes in grid companies will be diluted. Can foreign investors expect any compensation?
A: Is is not correct to state that ADR holders will lose as a result of the reform. All ADR holders will receive shares of new companies that will be created on the basis of AO MOSENERGO. If they don’t want to be shareholders of new companies they will ask the Bank of New York to sell them (the bank is a custodian under the ADR program). In addition, if shareholders do not agree with the reform they can sell their shares in the market or submit to AO MOSENERGO for buy-out.
Q: How do you assess the prospects of new companies that will be created on the basis of new companies? AO MOSENERGO shares are blue chips. But will the shares of new companies be blue chips?
A: Not immediately. The first company that have good chances to become a blue chip is generating company Mosenergo. It will include 17 power stations excluding the four stations (Zagorsk GAES, GRES-24 in Ryazan, GRES-5 and GRES-4) that will be part of other OGKs.
Q: How much time will it take?
A: Hard to say. It is a pretty lengthy procedure. First, the companies have to be registered and only then the listing can be obtained. Each stage is pretty difficult and lengthy. It is not a matter of one month.
Q: Instead of one company there will be 14 new companies. Where are you going to find top-managers? During the transition period (around one year and a half) I will have to be general director in all 14 companies. My deputies in each business area will continue to carry out their work too. Those who will cope well with their duties may become top managers there afterwards.
Q: You will be blamed of holding 14 positions at once and «sucking the blood of people.» Aren’t you afraid of this?
A: No, I am not. I read in a Moscow newspaper that I spend most of the time at the Canaries and have little idea of what is happening in AO MOSENERGO. This is what for people are deprived of their money. Please, believe me, I have never been to the Canaries, it is easy to check. I hope, in the end people will get everything right. How can the electricity sector «suck last blood?» Look at this: every year the gas price goes up on average 14-16%. However, the price for 1Kwt-r may grow next year 8.5-9%. At the same time gas accounts for 92.5% of fuel used by AO MOSENERGO (due to technological and environmental reasons). This is the same gas that becomes more expensive every year 20-24%. Gas payments account in budget for 40-45% of costs. Therefore, one cannot be absolutely sure who drinks what.
Q: Some time ago you announced that AO MOSENERGO is going to independently produce gas. Have these ideas materialized?
A: If you look at the evolution of electric utilities you will see that they buy gas producers, not the opposite. For example, E.ON has purchased Ruhrgaz. We cannot do that but we did not abandon these ideas.
Q: Will they be implemented by Moscow regional generating company?
A: Yes
Q: At what stage is the project now?
A: We have signed the protocol of intentions. The problem is that there are a number of technical problems relating to this field. The owner of the field is Guta Group and they are our partner under this project.
Q: You are purchasing gas not only from Gazprom but from independent producers too. What are these producers and what are the volumes?
A: We purchase 21.8 bcm of gas at regulated prices. We also buy approximately 2 bcm at commercial prices that are considerably higher. But we have a clear criterion-that gas should not be more expensive than the coal because we can substitute gas with coal. If the price is acceptable we purchase gas. If not, we buy more coal. It is very convenient as there is some space for maneuvering.
Q: With what independent producers do you work?
A: Various suppliers offer gas to us. Not everybody can make it. We tell them: sign an agreement with Gazprom on gas transportation and then come to us. Some go and never come back but some succeed. We cannot cooperate with oil companies as they are barred from the pipe. They are ready to give us cheap gas but gas transportation restrictions obviously are not a market measure.
Q: All the time you work for AO MOSENERGO you are harshly criticized by Moscow authorities. Why Moscow mayor Yuri Luzhkov does not like you?
A: This question should be addressed to those who do not like us. But one can note that the heat has lately decreased. We have absolutely businesslike relationships with all Luzhkov deputies. We often meet with them and resolve operational issues. I see that the understanding of our tasks and needs has grown in last six months.
Q: Was it difficult to work for the last several years when complaints went almost to every agency and even to the president?
A: I got used to it. Few people remember that when ORT V channel was disintegrating I was deputy general director for information and everything had to be created anew. It was my time when Vremya program made it back to the air. My life has never been easy.
Q: You became the head of the company although you had nothing to with the electricity sector. Were you not afraid of such adventure?
A: I absolutely disagree that it was adventure. I have several graduate degrees including a technical one. Mathematics teach people to thing and streamline brains. So, if you have desire to study and learn something new, such decisions are natural. It was a well thought-out decision. For one year and a half I worked here as a deputy general director. And becoming head of the team was easy excluding an attempt to prevent me from entering the building and a small punch-up at the entrance.
Q: So, the only thing that darkened your life was the physical assumption of top manager duties?
A: I was not upset at all. Because we have entered in the end. And punch-ups happen very often.
Q: Do they often tell you about the Xerox box?
A: I think they will recall it until the end of my days and tell the story to my children and grandchildren.
Q: Are you sorry about that incident?
A: Not at all.

In 1995-1997 – deputy general director of the ORT channel. In 1997-2000, Arkady Yevstafyev was deputy general director for government and mass media relations. In 2001-2002 – acting general director, and since 2002 – general director of AO MOSENERGO.
