I took this as a discussion of utility development that might be associated with or needed to support the Elk Creek Mine.
If you have a refractory or furnace in your refining process you need to have a source of fuel to provide heat. Would the current available gas pipelines support Niocorp's facility? Probably not. This is an attempt to measure progress on the mine by looking at supporting industries/utilities that might be needed to support Niocorp.

And this is true. Soil expands when frozen leaving it loosened after the spring thaw. No, you cant till frozen soil.This is if it freezes in the winter. You can sometimes bulldoze frozen soil depending on the depth of freezing. I am in Kansas City. This winter the ground is only frozen a few inches down. Boilermaker at some point indicated that winter would probably not prevent site preparation from beginning.

Winter presents some construction challenges, but you can still do some things in winter. A D-9 Cat doing grading operations will not be deterred by a little snow and frost. Depending on how the road is sited, it might make sense to wait to work on that county road until you have drier weather. (So neighbors can still use it during construction.)
Note that Farmers are concerned with preserving their land's soil structure so do NOT till in the winter to avoid compaction. The comparison with construction operations does not apply.

I temper my expectations so I can sleep at night.
S/P. I am positive it will go up after financing. When this happens we well start to see warrants exercised which will dilute total shares and limit S/P growth. Some firm was predicting $.90 USD, but did not provide "by when" date. This is an intermediate price.
If NioCorp does a good job implementing the actual construction of the mine and processing facilities and are able to keep costs under budget there should be more interest and another s/p increase.
In 3 years when they actually start processing product and pay back the financing is when we get a realistic valuation, and hopefully exuberant speculation and SP increases that will be the payoff we are looking for.:} (I won't say what this will be, but hoping for $9-10/share.)
I know its hard because you are holding a lot of shares purchased at a higher price than the current. If we are $3/share at year end I would be thrilled and happy to admit that I was wrong! Be positive!

We do not hear much about vertical integration much anymore, but I think that the plan was (and probably still is) to use some of the scandium to produce an aluminum-scandium alloy for the defense and aerospace industries. This would be sold by IBC. (We used to discuss NioCorp/IBC merger rumors/possibilities here.)

I would hope that most of NioCorp's production is tied up in this use. I do not know if Traxys would be the conduit to IBC alloys. I think this would be a direct sale in view of M.S.'s involvement. I would not be surprised if after the mine is producing some or any scandium sales to the Defense department would remain off the books or perhaps the total amount is understated. (How would DOD reimburse NioCorp? Maybe in the form of a grant whose purpose is to protect strategic resources?)
Finally I think that one reason we agreed to scandium sales to China when we do not produce large amounts of scandium is to be agreeable and ensure that the U.S. continues to have access to the REEs that China sells. The amount we can actually convey to them at this point is minimal. Later on, who knows? Perhaps by then we will have other developed sources of REES in production.

What Mark would own in the case of a default would be Niocorps assets.
If I understand correctly, Niocorp does not own the land or the mineral deposit yet... The asset would be options to purchase land and mineral rights. In that case, he would be right back where we all started, obtaining financing to purchase that land. No point in that.
I would assume that if there is an issue with repayment (I do not expect this...) M.S. and Niocorp would simply extend the payoff period for the loan.

You can request an air permit waiver that will allow you to begin construction without approval of the final air permit. There is a fee associated with it I believe, something they probably want to avoid.
I think that one issue delaying financing is obtaining completed options on all the land parcels they would like to eventually purchase. They probably want to have those in hand before financing. They may have those options now.
The cost of land will probably be much higher once financing is approved. Perhaps it is the group providing financing wants to have completed options to buy before providing financing.
In addition, Niocorp may also want to have more land than originally required for the project under option. (More space around the project means fewer complaints about noise or dust since you have purchased their property and the owners have moved.)
I have no secret access to information! This is just my opinion.

My thought about farming on the site properties.
I'm pretty sure that they will start work only on the parcel where 2 main shafts and the processing facility will be built, and the farmer probably hasn't and will not plant that area. If there are unused fields on that particular farm which are planted with something like winter wheat, Real Estate Sales contracts will generally provide the selling owner the right to harvest any growing or standing crop or for reimbursement for their value. **This parcel would be the parcel to monitor.**
Farmers owning the other optioned parcels should be able to plant this year and possibly later years. If my memory is correct Niocorp has options on something over 1200 acres of land. I doubt they will be working on more than 100-200 acres this year. (Pure assumption only.) Even once Niocorp purchases these parcels management will, or should, rent out any parcel not under development. This may apply to much of the land which may never be surface developed, since Niocorp is interested in the mineral rights under the land, and will--if I understand correctly--access the target minerals 1200 feet below the fields from corridors extending from the two main mine shafts.
Again, my thoughts. No special access to Niocorp info.

After financing first buy the property on which the shafts and processing facility will be locatede. It would be goodwill to allow your farmer neighbors to plant their unsold optioned property as long as possible. Once they do purchase the land they could still rent out any unused undeveloped farmable sections. Won't be much income on the rent, but it can be applied to taxes.

Regarding a potential divestiture of Ghibellini, perhaps Prophecy management is looking at future vanadium prices due to increased competition and lower production costs from competitors like this.

Boilermaker can speak to the isssue best. I do not think this is an issue.
The frost line in KC is about 24-30", its probably 36" in Elk Creek 90-100 miles north of here. Its 50 degrees in Kansas City today and there is currently no frost.(Nebraskans??? Snow Cover?) Even if there were it would not not stop most heavy earth moving equiptment (D-9 Caterpillar tractor)I suppose that there may be an issue if they need to construct a road through a flooded low spot. (A thaw in late spring.)

There is no allegation that managment is attempting deceive anyone.
IF these were happening...and I do not know this, this was all speculation...these would be everyday business actions that might be taken to address the issue of extending funding to meet cost of staying in business.
The point is that it is hard for us to speculate about when the money runs out. We would not see these day to day changes, at the end of the quarter the net effect would translate to a line on a balance sheet.

I would not be surprised if staff is using Corporate Credit cards for some expenses like air and ground travel, food, office supplies and other items that will show up as balance sheet expense payable items. (Maybe also using airline travel miles?)
Perhaps M.S. is not drawing a salary at this time, maybe the same or a reduced salary for S.H. until financing happens. Deferred salary expense item? Not certain how it will show on balance the next balance sheet.
As much as possible use temporary staff. While waiting for final financing. Permanent staff could be "loaned" or Temped out to other companies to work on Niocorp related or other projects.
Any or all of these things would be ways to shoestring remaining available funds. These steps would distort the ability of outsiders to determine remaining funds, at least until the next quarterly filing.

Some Lumber yard in Tecumseh, might try to find a field is near to town with easy hook up to the water and electric. Buy an option to purchase, get some preliminary sense of City management approval for their plan. Once niocorp financing happens, buy the field, subdivide it into plots, with some for multifamily apartments, some single family, and and offer it to a real estate development company below lot value on the condition that all construction materials be purchased through that lumber yard.
If someone doesn't do this there will be a lot of people living in trailers or commuting from Omaha! (Maybe Niocorp already has a plan for this?)

Vancouver, British Columbia, December 18, 2019 – Prophecy Development Corp. (“Prophecy” or the “Company”) (TSX: PCY, OTCQX: PRPCF, Frankfurt:1P2N) is pleased to announce that phase two drilling has started at its Pulacayo-Paca silver-zinc-lead project in Bolivia. It is a 5,000-meter program that will consist mainly of wide step-out drilling up to 1.5km west (Western Block) of the current 43-101 Pulacayo resource. That current Pulacayo resource covers 1.4 km in strike and represents only a small portion of the Tajo vein system which is over 3 km in strike and open to least 1,000 meters at depth, according to historical records of underground mining.
Joaquin Merino, Prophecy’s VP for South American Operation, states: “Current artisanal mining at the surface serves as strong evidence that the Tajo vein (where underground mining took place from early 1800 to 1952) projects to surface at the Western Block. Pulacayo is a very large system and with this program we will test the boundaries of mineralization near the surface and its continuity along strike.” The drill program is fully funded with a recent $3.9 million equity financing backed by Mr. Eric Sprott.
The Pulacayo deposit currently has a NI43-101 compliant resource of 2.08 million tonnes at Ag 455 g/t, Pb 2.18%, Zn 3.19% in the indicated category. It also has 0.48 million tonnes at Ag 406 g/t, Pb 2.08%, Zn 3.93% in the inferred category. The Company estimates that the amounts of metals of the indicated category are 30.4 million ounces of silver, 100.0 million pounds of lead, and 146.3 million pounds of zinc. The Company estimates that the amounts of metals of the inferred category are 6.3 million ounces of silver, 22.0 million pounds of lead, and 41.6 million pounds of zinc (see Company report “UPDATED MINERAL RESOURCE ESTIMATE TECHNICAL REPORT for the PULACAYO PROJECT,” by Mercator effective October 20, 2017; available at SEDAR.COM).
The Company recently (October 2019) successfully completed phase one drilling: a 1,000 meter program at its satellite Paca project (see the Company’s October 28, 2019 press release).

Now, While I do NOT think that we will get any additional news on Thursday, wouldn't it be nice if they used the halt period and made some additional announcment Thursday and set the stock for a good Friday Open. (Just wondering if this was planned and deliberate.)

Pot stock speculate up because its a new type of business and the inputs and effort required to grow pot is minimal compared to the 8 to 12 years required to start up an underground mine.
Pot stocks; Buy a field or an abandoned warehouse, lighting and drying equiptment, hire an ag degree , lawyers, sales staff, and in 1 to 3 years you are mostly ready to go. Still, those investors are taking a chance that one stock in the universe of new pot stocks will do well with a product that potentially increases the chance of lung cancer, reduces fertility and personal initiative, and increases mental confusion, all Liability issues. Add to that possibility of changes to legislative treatment of the issue and you could lose it all.
Anyway, I think that it is finally at the point at which funding will occur and we should see some movement in the share price. I hope you, me, and everyone else here benefit from that.

And I agree. Cementation taking bids for work (GE11) is pretty much the proof that this is going forward. Critical path managment. An agreement to pave and maintain the roads would be low priority if nothing were going to happen. Something Is going to happen, so you need to address roads quickly so you can move on to the next stages, site prep and building constructions.

All this is based on current coring samples. Additional coring surveys are planned once they sink the shafts and begin horizontal corridors. What will they find? More of the same? Something else? TBD.
