Boilermaker can speak to the isssue best. I do not think this is an issue.

The frost line in KC is about 24-30", its probably 36" in Elk Creek 90-100 miles north of here. Its 50 degrees in Kansas City today and there is currently no frost.(Nebraskans??? Snow Cover?) Even if there were it would not not stop most heavy earth moving equiptment (D-9 Caterpillar tractor)I suppose that there may be an issue if they need to construct a road through a flooded low spot. (A thaw in late spring.)
