A.O. Sorry about the loss of your parents. Its a hard change in the landscape of life.

Winter presents some construction challenges, but you can still do some things in winter. A D-9 Cat doing grading operations will not be deterred by a little snow and frost. Depending on how the road is sited, it might make sense to wait to work on that county road until you have drier weather. (So neighbors can still use it during construction.)

Note that Farmers are concerned with preserving their land's soil structure so do NOT till in the winter to avoid compaction. The comparison with construction operations does not apply.
