After its promotion by Prime Minister Edi Rama on social networks, the Shale River received another piece of news this Tuesday. The Ministry of Energy gives the green light to the construction of Heci in this tourist area. For environmentalist Mark Rupa, the implementation of this project would be a death for tourism and the residents of the area.

The situation is so optimistic that the Ministry of Energy is considering starting the export of electricity or exchanging it with Kosovo.

Today, the water level in the Fierza hydropower plant has reached 268 meters.
But along with Prime Minister Rama, Minister Balluku, who covers both the Energy sector and the infrastructure sector, is optimistic about the completion of the investment in the Orikum-Dukat axis, which she inspected this Friday.
"This project will end before March 2024 as progress has been good."
In the nearly 15 km long segment, almost 70 percent of the works have been completed.
This work is being done in Public Private Partnership and several engineering works are foreseen, including 3 bridges.

Prime Minister Edi Rama, the President of Serbia, the Prime Minister of North Macedonia, the Prime Minister of Montenegro, the Deputy Minister of Energy in Norway and the Chairman of the Council of Ministers of Bosnia and Herzegovina have appeared in a joint press conference after the discussions in the panel organized on "Investment opportunities in renewable energy in the Western Balkans" and the cooperation of the countries of the region for energy security.
As he considered a necessary meeting and a very important day, Prime Minister Edi Rama hopes for the continuation of the conversation while stating that the Norwegian government will support the efforts of the region for the conception of a master plan and an investment guide.
"It was a great opportunity and a really necessary meeting in these times of war, when bombs and wounds hit somewhere in Ukraine, but where the energy crisis plus war inflation have hit everywhere in Europe, and beyond, including our countries.

President Aleksandar Vucic has warned of difficult reforms for Serbia. Vucic announced that 17-32 billion euros will be invested in the coming years so that Serbian citizens have sufficient electricity.

" The countries of the Western Balkans are open to the experiences coming from the Scandinavian countries. We talked about renewable energy and green energy which is important for Montenegro. We have a kind of imbalance between the seasons when it comes to importing electricity. This The concept is unacceptable to us. The idea is to build new plants. The idea is to build solar plants, wind power plants and a liquefied natural gas plant.
We want to have much more important energy facilities to cushion the shocks we have encountered. I believe that we are all committed to a common objective, to work together. Everyone's expectation is to reduce energy dependence and build energy facilities taking advantage of renewable energy ," Abazovic said.
The need for more energy was also expressed by the Prime Minister of North Macedonia, Dimitar Kovacevski. The latter stated that only through cooperation will crises be overcome and more resistant energy systems will be built in the region.
“The organization of this conference is important for the entire region, in these times when this is the most important issue being discussed in Europe and the region, for the need for more energy. We had the opportunity to talk to the Norwegian investors and present the strategic objectives and talk about the possibilities of providing renewable energy. In the joint press conference after the discussions in the panel of the conference organized in Belgrade under the auspices of the Norwegian government, on the topic "Investment opportunities in renewable energy in the Western Balkans" and the cooperation of the countries of the region for energy security, Prime Minister Rama e called it an excellent opportunity and a truly necessary meeting in these times of war.
"When the bombs hit somewhere in Ukraine, the energy crisis and war inflation hit everywhere in Europe and beyond, including our countries. There is no doubt that in these difficult times, what we said before when we started the 'open Balkans' and when we urged for a wider regional cooperation becomes more and more visible", said Rama.

EU to accelerate renewables permitting, cut environmental requirements

The European Commission tabled a temporary emergency regulation with the aim to double the size of new renewable energy installations to 100 GW next year by cutting red tape. The measures would include lowering environmental requirements.
The European Commission proposed a temporary emergency regulation to accelerate the deployment of renewable energy within the plan to end the European Union’s dependence on Russian fossil fuels.
Measures to loosen the administrative procedures were already addressed in the REPowerEU plan, but the situation in the energy markets has worsened since then, prompting the need for urgent action, according to the EU’s executive body. It said the new rules would be introduced for one year by the European Council, to bridge the gap until the new Renewable Energy Directive comes into force.
The International Energy Agency has highlighted a risk of a shortage of 30 billion cubic meters of gas ahead of the start of the heating season next year
“By doing so, we can unblock a myriad of renewable projects already in the next 12 months. According to calculations by the IEA, we could replace 14 billion cubic meters of gas already next year,” European Commission President Ursula von der Leyen said, pointing out that the International Energy Agency has highlighted a risk of a shortage of 30 billion cubic meters of gas ahead of the start of the heating season next year.
Too many projects are stuck in permitting process
The EU is set to add 50 GW this year from renewables, two times more than in 2021, she stressed and expressed the ambition to boost the additions to 100 GW next year.
“There are countless renewable projects that are just waiting to be approved. Some could deliver cheap energy immediately, in a matter of weeks or months. I am thinking, for instance, about solar panels on existing buildings, or the repowering of wind parks. But too many of these projects are stuck because of long permitting procedures,” Von der Leyen stated.
EU is jeopardizing environmental safeguards, EEB warns
Rooftop photovoltaic installations and solar power facilities up to 50 kW would be exempted from environmental impact assessments. The European Environmental Bureau claims it would be done at the expense of environmental safeguards and democratic checks and create legal uncertainty.
“Today’s proposal curtails environmental assessments that provide fundamental nature and social safeguards and proposes measures that de facto amend cornerstone EU environmental regulation… Renewables roll-out can be accelerated by ensuring better implementation of environmental assessments and tackling administrative bottlenecks – i.e. by fostering digitalization of procedures and establishing one-stop-shops for project applicants – and improving resources in all levels of competent authorities for both permitting and environmental assessments,” according to the network of environmentalist organizations.
Timmermans: Environmental requirements will be scaled back only where there would be no concerns
Conversely, European Commission Vice-President Frans Timmermans, in charge of the European Green Deal, said the focus is “on areas where there is strong evidence that there would be no concerns, such as solar panels on existing or already planned structures, or the renewal and upgrading of current plants that are near the end of their economic life.”
In essence, the proposal calls for declaring that photovoltaics, heat pumps and other clean energy facilities are of “overriding public interest” and imposing shorter deadlines for permitting.
