Dutch, in regards to this statement:
Wave simply did not have the time, personnel or resources to become a prime contractor, so it must depend on companies like ORC, EDS, etc., of which there are many.
I think it is usually more a case of the government feeling that they don't need to add any more vendors, unless they do a TON of business with those vendors. Wave is more likely not needed to be listed as a direct vendor, or to go through what is usually a very tedious and ridiculous process to be set up with a vendor number. So they work with ORC. And as I understand it, ORC being a vendor, and having a product that interfaces with Wave's, it really isn't necessary for Wave to be a vendor, anyway. I'm 98% sure on this one.
Now, ORC doesn't necessarily act as a reseller of Wave's software. I highly doubt ORC makes any money off this deal from Wave products. When we sell to Chrysler through an approved vendor, they just do the billing to Chrysler, then we bill them. There may be a 10% "buyer fee", but that's a fee collected by Chrysler's buyer, not the vendor.
I could be wrong about this though, since ORC has a Wave price list with pricing that is different from the other pricing we've seen on other sites. So perhaps they are charging the govt. more for the software and hardware product bundles, I'm 50-50 on this one.
