I think this new affiliation between Wave and ORC is dynamite. I reread the news release by Wave and noticed the following statements in the release. The Blanket Purchase Agreement is already awarded to ORC by the government, it is not still subject to award. That is critical. Furthermore, I have participated in enough government bids to know that you just don't submit a proposal out of the blue and win a potential $100 million contract from the government. The skids have been greased on this proposal for some time. The government knows exactly who the players are and what they have to offer. I'll even bet the ORC/Wave personal identify and certification process has already undergone significant testing by the government or someone close to the powers in the government. The government will not award a potential $100 million contract based on an unproven technology because government jobs would then be at stake.
Kite, it sounds as though the proposal was championed by OCR because 1) they are already an approved vendor to the U.S. Government and 2) they are both a product and services company and will provide more of the support services outlined in the proposal. In other words, they will have more of a key role in this contract than Wave. Wave will primarily be a provider of software in this contract but that is a good start. This is a good testing ground for Wave to see how Embassy stacks up in a real time environment in combination with digital certificates provided by others. If its successful, Wave couldn't buy better exposure.

"ORC is working with Wave to make trusted computing solutions embedded with External Certificate Authority (ECA) and ACES digital certificates available to all branches of government," said Daniel Turissini, president of ORC. "The combination of Wave's Embassy software technology integrated with ORC's Trusted Third Party services provides another tool to ensure high levels of Information Assurance technologies in the ongoing efforts to protect personal information within the federal government."
It sounds as though ORC is excited to work with Wave and Wave is excited to work with ORC. I expect they already have an idea as to how the contract will be split, it just now has to be put into a binding legal document. The attorneys will be mulling over this for weeks before an agreement is reached unless a framework was already established in the proposal.
I'm in the camp with Dutch, I think this is a fantastic revenue opportunity for Wave. We will finally be a player in this agreement and I suspect there are real revenues at stake for a change.
