The US army is on our side and call them enterprise or call them consumers -- they will help us get Metcalfe's law working in our favor.

Metcalfe's law states that the value of a network equals approximately the square of the number of users of the system (n2). Since a user cannot connect to itself, the actual calculation is the number of diagonals and sides in an n-gon:


First formulated by Robert Metcalfe in regard to Ethernet, Metcalfe's law explains many of the network effects of communication technologies and networks such as the Internet and World Wide Web.

The law is often illustrated with the example of fax machines: A single fax machine is useless, but the value of every fax machine increases with the total number of fax machines in the network, because the total number of people with whom you may send and receive documents increases.

Kite'...Exactamente'!! Wave simply did not have the time, personnel or resources to become a prime contractor, so it must depend on companies like ORC, EDS, etc., of which there are many. So as these contracts start getting filled, look for other prime contractors to pick up Wave's product line since it will be prominently displayed in the GSA catalogs. I repeat...Folks, ..this is HUGE news, and we should all be dancing in the streets!! FWIW...Flyer'

Oh and one other thing regarding:

The US Govt cuts a PO to ORC for the $100M. (I believe a PO with a "not to exceed $100M" is already cut and ORC will use it all, baby). Orc will cut Wave Systems a purchase order for a set amount according to the original purchase order that is "in hand" at ORC.

Has anyone EVER known the government to NOT spend the entire budget allocated to a project? Yeah, that's what I thought. This is for $100M, and the $810M contract will be maxed out, as well. It would be the first in history if they weren't. LOL

Go-kitesurf....A belated thanks for your post explaining some of the workings of gov. contracts & vendors. It certainly is of great value to me in interpreting the recent PRs & I thank you for sharing your knowledge & experience.
