Off-Script Scramble for Power in a Chinese Leader’s Absence
[This article from NYT tells me what I suspected was most likely true: The normal case, i.e. official newspaper position differed from actual policy, usually reflected the internal difference on policy in the past.]
It is possible this reflects a master plan: pain in the final days of the old administration creating room for a feel-good splurge when the new guys—expected to be current Vice President Xi Jinping and Vice Premier Li Keqiang—come in.
This sounds somewhat more Machiavellian than a mere difference of opinion between outgoing and incoming leaders, but the end result may be the same.
