I think it has a lot to do with internal differences between the faction of those who favor policy that aim at long term economic growth and those who favor policy that maintain the short term economic growth. I haven't followed the upcoming leadership change close enough to tell you whether short term growth is favored by current leadership while long term growth is favored by upcoming leadership. The normal case, i.e. official newspaper position differed from actual policy, usually reflected the internal difference on policy in the past.
