LG, it appears that a credible plan was in place and that plan was not executed because needed funds were diverted to Iraq.
If the local officials and populace are responsible for the diversion of these funds then I would agree with you that they should shoulder the blame for this mess. Louisiana voters have strongly supported politicians that have backed the war in Iraq, so I guess your argument may be valid.
