You can't say that the specific portions of the levees that broke had been scheduled to be sufficiently reinforced within the past couple years using funds that went elsewhere in the past couple years.

If the war in Iraq had never happened, the hurricane would still have happened, the levees would still have broken, the city would still be flooded.

Wasn’t it possible that fifty dollars per resident per year for ten years for the 500K residents of NO could easily have raised the 250 million in the form of an additional consumption tax? Heck, the majority of the funds needed could have been raise and shouldered by the wealthier citizenry and businesses by incorporating a temporary property tax to raise some or all of the money.

The problem as always is getting the local citizenry to vote for the local taxes needed to fund the preventative/protective measures and the backup disaster plans needed. I doubt "let’s fund the protective and backup measures ourselves" was even broached to the general public by their local, county or state elected officials.

So many of our citizenry constantly hold their hand out in want or need, but few seem obligated to help pay. So many in need expect someone else to do the work and foot the bill. So many in need always quick to blame someone else rather than look in the mirror and ask the hard question, what could I have done…
