I don't have time to post a lengthy statement, but I have seen no indication that Nokia would go willingly into a 3G rate. Arbitration, a we know, is only about 2G as it relates to the E/SE settlement. 3G rates will have to wait on some other trigger, IMO.
NOK has no incentive to concede a 2G rate with IDCC until the arb panel releases their findings.
We will know the outcome of the arb decision before NOK will sit down with IDCC to discuss a comprimise.
There is no reason why NOK would pull the trigger when they think they owe IDCC very little.
IDCC wants more the NOK wants to pay. If the arb panel decides on the side of IDCC, then and only then will NOK will decide how to respond and what to negotiate for. To my thinking, there is very little or even nothing that will bring NOK to the table with IDCC until the arb panel decides.
