Silly question. If the share price is up to 70¢ then there is, by definition, a market for the shares.
Well, each stock has a certain break-even cost price. I have no idea what the median break-even cost price is for NWBO retailers that want out, but I will put that in the 70 cents range for the sake of argument. It could very well be lower. So as we approach that price range those who want out will start selling forming an incredibly difficult overhanging cloud of shares to break through.
