I believe they said it's a negotiation with SHI. I have no doubt in my mind that other entities are seeking slots as well. It didn't sound like it was simply up to Delfin taking a slot that's freely available. There's also the factor of who is exactly putting up the $100M to date and what is their viewpoint. I'm sure there's at least one private financier in the group that is more than a little pissed at the governmental delays and the increasing financial cost they are incurring bc of those delays. Any fears I had for the future of the project were put to bed after reading the extension request. I've never been concerned about the regulatory end, my fears have always been about the money. The money is there.
DOE Extension Request, bottom of page 4 and top of page 5... The entire project is basically one phone call away from being a go. Edit: Sorry, two phone calls. Both govt phone calls though.
