I believe they said it's a negotiation with SHI. I have no doubt in my mind that other entities are seeking slots as well.

Delfin, themselves, stated the slots are in high demand and they would need to pay up or lose a slot--that means, "owning" a slot is owning an asset that could probably be sold, if need be, to someone who wants their ships built to meet their own contracts. I see very little risk in paying up now to own a slot and get the early stuff underway. imo
