The conservative thought is the SAB stepped in and advised them to do it this way, particularly when it became apparent some of the SAB were being contracted to develop the BLA.
You see a possible parallel here?

I agree with flipper44 but would add that TLD probably also told them something about their need to increase production ramp based on potential for SOC in rGBM as well. The two manufacturing moves in two months this year kind of hints at something big which they might have suspected but then acted on quickly to prepare the third parties for when confirmed by data.
