Yes it would of. A majority was planned for the overseas market. A ban on exports that was reversed by the Administration in 2015 helped create that pitch. It would be foolish to think proportions couldn't change. The issue was with the quality and the highly flammable diluted bitumen for some. We are importing more oil from Canada than ever before...and of all of Canada's proven reserves, tar sands make up over 90% plus of such.

So it is coming into the Country at record pace and by worse means..especially concerning the so called carbon footprint issue. It became political and ignored common sense and practical mitigation for any concerns. Same ole'
