You know it doesn't work that way, and so do most of us who have been along for this ride.... borrow one share... sell one share... replace first share borrowed by buying it back... no extra shares in the market.
So pretending all that is true, when the voting on the proxy occurs every year there should be many more votes than possible based on the number of "real shares" outstanding.
Brokerages just "fix" it - 100,000 shares voted, 10,000 shares on record - the voters get 1/10 of a vote.
