When it comes to human behavior past performance usually predicts future results,

NWBO appears to be slow at almost everything they do. Maybe they were faster before I first invested back in 2013.

Even on this very project they used a bunch of (apparently) subpar consultants to put together the voluminous MHRA application on the first place and due to issues with it they came in later than expected. This is after having 3 years from DL to get it done. 3 years.

Given that NWBO either has to rely on consultants or use their own skeleton crew over at Bethesda to field RFI requests, I doubt that they are answering very quickly especially since their defenders have always talked about how they tweak or perfect things they are working on whenever we have complained about other things being late.

So while obviously one does not want to blindly assume things, if one made an educated guess instead of assuming, yes it is more likely than not that NWBO is contributing at least their fair share to any delay.
