The ALJ Dismissal was and is the Standing Order. It was neither vacated nor remanded, legally is the Standing Order on Nov 12,2019, which was finalized in a Final Order on June 2,2023. Read her Dismissal order, she acknowledges the mitigating circumstances and because the delayed filings were cured, Dismissal was ordered. That is the law. (Compared to Judge Patil earlier order in Nov 2017 was vacated and remanded by SCOTUS) Repeat: The Standing Order remains, SZ neither remanded, nor vacated.
