I agree. They're releasing TLD with publication.
The question nobody has been able to answer is why. I've yet to encounter a good reason for waiting. The company response is "because the data requires more explanation than a simple TLD PR can deliver".
Okay...that still doesn't tell me why you can't just release TLD then explain it later.
Protecting share price is not a valid reason, because our share price is >75% down from our post data lock high. So if that is their reasoning, they have failed miserably in accomplishing that goal.
