Progesterone, is said to be cell stabilizing from the epileptic perspective in that women with "catamenial epilepsy" (seizures only occur around the times of the menstrual period - in conjunction with the surge in estrogen around that time of month) may benefit from a progestin only birth control pill or a Depo-Provera shot every 3 months - to keep the progesterone stores high.

So if epilepsy is a disorder of net hyperexcitability within the networking of the brain and progesterone acts to decrease this net hyperexcitability through cell stabilization - progesterone seems to have a double edge sword conundrum.

Perhaps the theory should be revised to detail the balance between estrogen/progesterone, no?
