After watching that video, I'd say that Quebec & BC are on a par but each province has had their share of scams. Not sure but I think Bre-X was in Alberta & CMKX was in Saskatchewan. Quebec is not a fun place to go if you don't speak French. Companies incorp in Wyoming also have a great chance to be a scam inasmuch as you can incorporate a company with unlimited common shares as authorized. In Canada, that is the norm, believe it or not.
