Full word:
Today's conference held at the Library of Congress here in Washington, an organization of the Transatlantic Leadership and the Atlantic Council, is one of the most important conferences in terms of the development and regional cooperation of the Western Balkans here in the United States of America. The participation was of a high level, the Deputy Prime Minister of North Macedonia, ministers from Serbia, ministers from North Macedonia, from Bosnia Herzegovina and from other countries of the region were today as panelists, but also experts from various fields who spoke about economy, finance, banking system, cyber security and energy, as one of the most important areas.
In the panel where I participated and the participation was of a high level of government representation, regional cooperation was mostly talked about. Regional cooperation and where the Western Balkans wants to go in the coming years. What we are doing today and who are the challenges of the future. Really a very constructive conversation and to be honest the participants of the State Department also gave their opinions and of course we were told that we will not lack support in the coming years in terms of all the development in the Western Balkans . Albania in particular is always quoted because of the clean policy it has followed and the way we have stood by our strategic and important ally, the United States of America,
However, we have all together said that it is very important that in the future the cooperation between our countries is even closer. Meanwhile, two other important panels were held today, the panel for energy and the panel for cyber security, both with the participation of Albanian representatives, who shared their best experiences, thus creating a network of cooperation, not only with colleagues from the region, but also with all the representatives of the American state who were at today's conference.

Albania’s Energy Transition: A Path to Sustainable Development
News22 June 2023
Albania’s Energy Transition: A Path to Sustainable Development
Albania’s energy transition is a shining example of a country on the path to sustainable development. With a wealth of natural resources, a growing economy, and a commitment to clean energy, Albania is well-positioned to become a leader in the global shift towards renewable energy. The country’s energy transition is driven by a combination of factors, including the need to reduce greenhouse gas emissions, improve energy security, and support economic growth. By embracing renewable energy sources and investing in energy efficiency, Albania is taking significant steps towards a more sustainable future.
One of the key drivers of Albania’s energy transition is the need to reduce greenhouse gas emissions. As a signatory to the Paris Agreement, Albania has committed to reducing its emissions by 45% by 2030, compared to 1990 levels. To achieve this ambitious target, the country is focusing on increasing the share of renewable energy in its energy mix, as well as improving energy efficiency across various sectors. The government has set a target of generating 38% of its electricity from renewable sources by 2030, up from the current 35%.
Albania’s abundant natural resources provide a solid foundation for the country’s energy transition. The country has significant hydropower potential, with over 150 rivers and streams suitable for hydropower generation. In fact, hydropower currently accounts for around 95% of Albania’s electricity production. However, the country’s reliance on hydropower also presents challenges, as it makes the energy system vulnerable to fluctuations in water availability due to climate change. To address this issue, Albania is looking to diversify its energy mix by investing in other renewable energy sources, such as solar and wind power.
Solar energy, in particular, holds great promise for Albania. The country enjoys an average of 2,400 hours of sunshine per year, making it an ideal location for solar power generation. The government has recognized this potential and has set a target of installing 120 MW of solar capacity by 2020. Several large-scale solar projects are already underway, including a 50 MW solar park in the southern region of the country. Additionally, the government is encouraging the development of small-scale solar installations by offering incentives to households and businesses that install solar panels.
Wind energy is another area of focus for Albania’s energy transition. The country has significant wind potential, particularly along its Adriatic coastline. The government has set a target of installing 70 MW of wind capacity by 2020, and several wind farms are currently under development. In addition to solar and wind power, Albania is also exploring the potential of biomass and geothermal energy to further diversify its energy mix.
Investing in energy efficiency is another crucial aspect of Albania’s energy transition. The country has set a target of reducing energy consumption by 8% by 2020, compared to 2010 levels. To achieve this goal, the government is implementing a range of measures, including the promotion of energy-efficient technologies, the development of energy performance standards for buildings, and the establishment of an energy efficiency fund to support energy-saving projects.
Albania’s energy transition is not without its challenges. The country’s energy infrastructure is in need of significant upgrades, and there is a need for greater investment in renewable energy projects. However, the government’s commitment to clean energy, combined with the country’s abundant natural resources, provides a strong foundation for a successful energy transition.
In conclusion, Albania’s energy transition is a vital component of the country’s path towards sustainable development. By embracing renewable energy sources, investing in energy efficiency, and diversifying its energy mix, Albania is taking important steps towards a more sustainable and secure energy future. As the country continues to make progress in its energy transition, it serves as an inspiring example for other nations looking to embark on their own journey towards a cleaner, greener future.

Renewable energy opens the union for Albania and the EU
By Brixhilda Juraj
June 21, 2023 / 15:13
The European Union (EU) has been an important driving force in shaping energy policies across the continent, and Albania is no exception.
As a candidate country for EU membership, Albania has worked to align its energy policies with the EU's energy strategy, which emphasizes the importance of stable and secure energy supplies, competitive markets and energy efficiency.
At least this is what the European energy magazine "Energy Eu" has pointed out.
For him, the approximation process has led to significant changes in Albania's energy market, with wide implications for its economy, environment and energy security.
London-based experts have pointed out that one of the main aspects of the EU's energy strategy is the promotion of renewable energy sources, such as wind, solar and hydropower.
In this regard, Albania has a natural advantage, as it has abundant hydropower resources.
In fact, hydropower plants account for over 95% of the country's electricity production.
However, this heavy dependence on hydropower plants has exposed Albania to risks related to climate change and seasonal fluctuations in water availability.
To mitigate these risks and diversify its energy mix, Albania has actively pursued the development of other renewable energy sources, such as solar and wind.
She lists that another important aspect of the EU's energy strategy is the liberalization and integration of energy markets.
In line with this objective, Albania has worked to reform its energy market, with the aim of creating a more competitive and transparent environment that encourages investment and ensures the efficient allocation of resources.
The main measures in this direction include the separation of the state electricity company, KESH, and the establishment of an independent energy regulator, ERE.
In conclusion, it is said that the impact of European energy policies on Albania's energy market has been deep and multifaceted.
By aligning its energy policies with the EU's energy strategy, Albania has embarked on a path towards a more stable, secure and competitive energy market.
"The development of renewable energy sources, the liberalization of the energy market and the promotion of energy efficiency are all key elements of this transformation."
As Albania continues its journey towards EU membership, it is likely that the impact of European energy policies on its energy market will only increase.
This presents challenges and opportunities for the country as it seeks to balance the need for economic growth and development with the imperative of environmental protection and energy security.

Investments in solar energy are growing significantly in Albania
June 19, 2023
Almost a year after the start of works on the solar energy park in the Karavasta area, the first rows of solar panels have begun to be assembled on the desert and salty land.
The activity is being carried out by the French company "Voltaila" and the Karavasta project is estimated as the largest foreign investment in Albania this year with a volume of works of about 150 million dollars.
"In Karavasta near the city of Fier, Voltalia is building a large photovoltaic park on about 200 ha of land provided by the Government. We are installing a capacity of 140 MW under a long-term concession agreement signed in 2021. Since 2022 we are building this power plant and it will provide the first energy before the end of this year (2023). The plant will provide energy for about 220,000 families", says the manager of Voltaila in Albania, Dr. Constantin von Alvensleben.
Mr. Alvensleben further says that the company is also expected to build a solar energy park in Durrës Hospital.
"Under a similar competitive tender process, Voltalia was also selected for a solar park in Spitalle, near the city of Durrës. This is also a very large project, but still at an early stage. Construction will begin in 2024 and we want to provide energy to Spitalle at the end of 2025," said the representative of the Voltaila company in Albania.
Asked about the challenges and the future of this sector in Albania, Mr. Alvensleeben says:
"We think that renewable energy will have a great future in Albania! The government has set a target to cover 54% of Albania's total energy needs from renewable energy sources by 2030. This will require a large number of additional projects in solar and wind energy to meet this target. However, to implement such projects, there are a number of challenges.
Often, the biggest problem for a developer is finding suitable land and making an agreement with the owner. Often the ownership situation of land plots is not clear. But also the processes of granting permits can take a long time, which extends the time frame of the realization of the project. In any case, we think that Albania offers many opportunities and with the support of the government, further projects will be able to be successfully implemented"
In the interview for the Voice of America, Mr. Alvensleeben also talks about how important "green projects" are for Albania.
"Our objective is always to minimize the impacts on the environment and have the most positive possible result for biodiversity. Likewise to minimize the social impact. For both of these components, the environmental and the social, we have our teams that always work with environmental and social experts who take care that the impacts on the environment are limited", he says.
The Energy Regulatory Body licensed 22 new energy production entities during the past year. 15 of them belong to solar energy with a production capacity of over 227 thousand MW.
The number of photovoltaic plants last year reached 27, but their production is still low with about 50 thousand MWh of energy from 7 million MW, which was the total energy produced in Albania during 2022.
Sadik Llapashtica, coordinator of the project with solar panels in Topoja, which has been in production for several years, says that the solar energy sector has gained priority.
"The solar energy market in Albania is moving at a very good pace, this is also due to the energy crisis due to the Russia-Ukraine war. This market is only seeing growth, many licenses have been granted for photovoltaic energy and some of them have been commissioned this year and others are in the process. This is a very good trend for Albania which helps to increase production capacities from renewable energy which is the world trend today to preserve the global environment. This trend is very well supported by the Albanian government, the Ministry of Energy has taken steps to help local and foreign investors to invest in the Albanian market, since Albania is also one of the countries with very good solar radiation," he says . .
Asked about the challenges of the solar energy production sector, Mr. Llapashtica says: "The challenges are now related to the increase in energy transmission capacities. Based on the fact that we are dealing with solar energy, which is limited from morning to evening when the sun goes down, investors should anticipate energy reserves because humanity needs energy not only during the day, but also at night. As is happening in the European and world market, investing at the same time in the development of solar panels and batteries is a path that ensures economic effectiveness in this market"
According to the Energy Regulatory Agency, the regions of Korça and Fier have the highest number of solar energy projects, while the use of panels in households or businesses is also being promoted recently.

Balluku: Smart specialization strategy, instrument of future projects
that Arlinda Gjonaj-06/13/2023
TIRANA, June 13/ATSH/ The Deputy Prime Minister, at the same time Minister of Infrastructure and Energy, Belinda Balluku, declared today that the adoption of the smart specialization strategy in Albania (S3) brings us a step closer to integration, while contributing to the economic development of the country.
Balluku participated in the meeting "Strategy of intelligent specialization in Albania (S3)", with a focus on the energy sector.
“S3 is important. If there's one thing we've always lacked, it's planning. We have written strategies, because it was a request of the international community. If you don't write them based on needs, the factors that have accompanied us in our 32-year transition, the occasional changes of strategies, that cost money and time, occur. We lost a lot, 50 years in a totalitarian regime and 30 years in a transition that is never ending", said Balluku.
Deputy Prime Minister Balluku emphasized that S3 is a government priority and an instrument for directing future projects.
"If you have a well-written strategy, a project that is planned in every detail, it takes less time to be realized and has a higher financial efficiency", said the minister.
Here she brought up the case of the two tunnels being built in the country, the one of Llogora 5.9 km, which started with a complete study and detailed design, while the one of Murriz, made in 2018, changed several times, so it was a work infrastructural without any educational basis.
"The Llogora tunnel, which we opened for only 14 months and will deliver it in June 2024. Meanwhile, the Murriz tunnel, due to the geology, raises doubts about whether there should be a tunnel in that area. This is the difference between the two projects, the studied one and the unstudied one", added the deputy prime minister.
Balluku stated that implementing the strategy will be challenging.
She also emphasized that the facilitation of procedures, the legal framework and transparency are the three key elements that have made Albania available to foreign investors, especially important in the field of energy.
The Deputy Prime Minister also, speaking about energy, estimated that the establishment of the Energy Exchange marks a milestone for the development of this sector.
"Albania is one of the first countries in the region to offer this opportunity, thus responding to the extreme desire that the private sector has for investments in this sector," said Balluku.
She pointed out that the Stock Exchange needs liquidity.
The Smart Specialization Strategy (S3- Smart Specialization Strategy) was conceived within the reformed cohesion policy of the European Commission (EU Cohesion Policy) in relation to the development aspects of the regions of the EU member states. S3 is a place-based approach that is characterized by the identification of strategic priority areas with a high competitive advantage of a region or a country, where there should be intervention by the central and local government. The strategy is based either on the analysis of the strengths and potential of the regional economy or, in the case of small countries, of the national economy (as in the case of Albania), but on the other hand, it is also based on a comprehensive process, called the Entrepreneurial Discovery Process (EDP). ),
S3 provides a situational analysis with a broad approach with a focus on innovation, including but not limited to trends related to technology.

Energy sector, Balluku: The focus is on the increase of renewable energy capacities until 2029
5 hours ago
The Minister of Infrastructure and Energy, at the same time the Deputy Prime Minister Belinda Balluku has considered the energy sector one of the most dynamic sectors of the country's economy.
Balluku said that foreign and domestic investors are increasingly looking to invest in this sector, where according to her, this is due to the increase in transparency, the shortening of procedures, but also the creation of the Albanian energy exchange.
Balluku made these statements during the round table held for the "Strategy of intelligent specialization in Albania", where he added that investments have given breathing space to this sector from 2019 until today.
"One of the most dynamic sectors of our economy is energy. We have invested a lot and we have established an open dialogue from January 2019 until today is the key to success on what we need to do, the legal regulation we have given to the sector and the breath we have given it through shortened procedures for foreign and domestic investors and indisputable transparency, today in this sector I am proud that there are no longer those rumors and wrong perceptions that existed in 2019. One of the main problems is the reception and monitoring of foreign investors who are important measures of the international market, precisely for transparency and the procedures we use.
This year we have created the Albanian energy exchange that wants its own time for liquidity and to protect citizens from exposure to high prices. With this, we respond to the desire that the private sector has in energy investments. Today we are clear that whoever has courage also has the instruments provided by the state to do the best for his business", said Balluku.
Balluku said that the government's focus in the energy sector is also the increase of renewable energy capacities until 2024, where their production reaches 4 teraWat.
"All electric and photovoltaic parks also have the energy exchange to trade. For us, it has been a long road to create the Albanian energy exchange. We will increase the capacity of renewable energy in the country until under 2029 we go to a production of 4 terraWat. Another issue is the gasification of the country. In the next two months, we will see a concrete project that will be developed in Albania, giving another opportunity to use TAP, to turn it into a generating source of energy. Even the floating Hecs are another project in Vlora", said Balluku.

A representation of businesses there is being set up to agree on the removal of waste at fixed times and to respect them, while the operator is already collecting and removing them not once, but twice a week," said Beci.

Promoting China-Central and Eastern European Cooperation
Guangming Net
2023-05-17 04:55
At present, energy conservation and emission reduction, renewable energy and clean energy, and ecological and environmental protection are becoming hot spots in China-CEEC cooperation. Chinese companies have made remarkable achievements in the development of hydropower, wind power, photovoltaics, biomass energy, geothermal and other fields in Central and Eastern Europe. The photovoltaic power station project in Poland, the Mozula wind power station in Montenegro, and the Pancevo combined cycle power station in Serbia have become demonstrations of green cooperation. China's new energy vehicle, battery, and component companies are gradually deploying in Central and Eastern European countries and integrating into the European new energy vehicle industry chain. The trade of green products has increased significantly in China-Central and Eastern European cooperation. The "China-Central and Eastern European Countries Cooperation Year of Green Development and Environmental Protection" activity launched in 2021 has played a supporting role in the green and low-carbon cooperation between the two parties.
Fourth, financial cooperation forms an effective guarantee. Central and Eastern European countries have a large funding gap, and financial integration is an important guarantee for cooperation between China and Central and Eastern Europe. At present, the China-Central and Eastern European Investment Cooperation Fund initiated by my country has been in operation for the second phase, ensuring the construction of key projects. At the same time, my country's policy banks and commercial banks adhere to the principle of marketization and actively provide project loans to Central and Eastern European countries with preferential buyer credit, especially focusing on green credit projects, and successfully assisted Poland and Hungary in issuing panda bonds. Chinese-funded banks have established branches in Poland, Hungary, Czech Republic, Serbia, Romania and other Central and Eastern European countries to provide effective follow-up services for Chinese enterprises going to Central and Eastern Europe. In addition, China has signed currency swap agreements with Hungary, Albania, Serbia and other countries, actively expanding the scope of RMB transaction settlement and financing, and promoting the internationalization of RMB.
