Balluku: Smart specialization strategy, instrument of future projects

TIRANA, June 13/ATSH/ The Deputy Prime Minister, at the same time Minister of Infrastructure and Energy, Belinda Balluku, declared today that the adoption of the smart specialization strategy in Albania (S3) brings us a step closer to integration, while contributing to the economic development of the country.

Balluku participated in the meeting "Strategy of intelligent specialization in Albania (S3)", with a focus on the energy sector.

“S3 is important. If there's one thing we've always lacked, it's planning. We have written strategies, because it was a request of the international community. If you don't write them based on needs, the factors that have accompanied us in our 32-year transition, the occasional changes of strategies, that cost money and time, occur. We lost a lot, 50 years in a totalitarian regime and 30 years in a transition that is never ending", said Balluku.

Deputy Prime Minister Balluku emphasized that S3 is a government priority and an instrument for directing future projects.

"If you have a well-written strategy, a project that is planned in every detail, it takes less time to be realized and has a higher financial efficiency", said the minister.

Here she brought up the case of the two tunnels being built in the country, the one of Llogora 5.9 km, which started with a complete study and detailed design, while the one of Murriz, made in 2018, changed several times, so it was a work infrastructural without any educational basis.

"The Llogora tunnel, which we opened for only 14 months and will deliver it in June 2024. Meanwhile, the Murriz tunnel, due to the geology, raises doubts about whether there should be a tunnel in that area. This is the difference between the two projects, the studied one and the unstudied one", added the deputy prime minister.

Balluku stated that implementing the strategy will be challenging.

She also emphasized that the facilitation of procedures, the legal framework and transparency are the three key elements that have made Albania available to foreign investors, especially important in the field of energy.

The Deputy Prime Minister also, speaking about energy, estimated that the establishment of the Energy Exchange marks a milestone for the development of this sector.

"Albania is one of the first countries in the region to offer this opportunity, thus responding to the extreme desire that the private sector has for investments in this sector," said Balluku.

She pointed out that the Stock Exchange needs liquidity.

The Smart Specialization Strategy (S3- Smart Specialization Strategy) was conceived within the reformed cohesion policy of the European Commission (EU Cohesion Policy) in relation to the development aspects of the regions of the EU member states. S3 is a place-based approach that is characterized by the identification of strategic priority areas with a high competitive advantage of a region or a country, where there should be intervention by the central and local government. The strategy is based either on the analysis of the strengths and potential of the regional economy or, in the case of small countries, of the national economy (as in the case of Albania), but on the other hand, it is also based on a comprehensive process, called the Entrepreneurial Discovery Process (EDP). ),

S3 provides a situational analysis with a broad approach with a focus on innovation, including but not limited to trends related to technology.
