"Private HECs produce 45% of energy in the country," Shushku: The market must be liberalized

Bechtel needs suppliers for the construction of the Albanian dam of 600 million euros

Bechtel and UK Export Finance (UKEF) are holding a supplier fair later this month to try to find UK suppliers for the Skavica hydropower project in Albania.
With British taxpayers (via UKEF) underwriting US contractor Bechtel's involvement in the €600m Albania project, Bechtel is required to outsource some work to British suppliers (or at least suppliers with a UK registered office, regardless from current residence).
The 210 MW Skavica project involves the construction of a regulating dam on the Drin River in Albania. The project is being developed by the Albanian Electricity Corporation (KESH), the producer and public supplier of 75% of electricity in Albania.
Bechtel is looking to meet UK companies that are interested in supporting the execution of the project and have skills in civil, structural or mechanical engineering and/or construction equipment.
A supplier fair is being held on 20 and 21 October 2022 at 1 Great George Street (home of the Institution of Civil Engineers), London SW1P 3AA.

The flow of investments from foreign businesses reached 634 million euros in the first half of the year. The growth is 8% year-on-year and Italy has taken the lead as the main investor in 2022.

"In the conditions of facing difficulties caused by external factors, we have managed to, in addition to coping with crises, follow the path of reforms that will ensure us a sustainable development", stated Balluku during the proceedings of the Forum on Procurement, Integrity, Management and Openness (PRIMO), organized in Tirana by the World Bank.

New Wind Power Project Progresses to Next Stage in Albania

The Ministry of Infrastructure and Energy announced that out of 17 companies that showed interest in establishing wind power plants in Albania, six have progressed to the second phase, as Albania seeks to desperately diversify its energy sources amid soaring prices.
Albania relies on hydropower for most of its energy, topped up by fossil fuel imports during winter. But this is under threat from climate change, gas shortages, and exorbitant prices on the international market.
Along with natural gas and solar power, the government has been diversifying into wind power, inviting international and local companies to get established in the country. This project will have a capacity of 620MW, and when all those in Albania are completed, this will rise to four terawatts a year.
“Windfarms under work today will start producing in 2025. Our calculation is that the production capacity of the country, we will increase the production capacity to four terawatts per year,” she said.
Energy Minister Belinda Balluku said there was a good response from local and international companies, but 11 failed at the technical level. The remaining companies are Total EREN, Verbund, Voltalia, Eksim Yatrin Holding, Ayan & Salillari, Guris & Morgan Energy. Moving into the second phase, their financial capabilities will be assessed, although support will be given by the European Bank of Research and Development.
Balluku said there had been continued interest in constructing photovoltaic plants and wind farms due to the high economic feasibility and the current global energy situation. She noted that the Karavasta plant was already under construction, and the plant in Spitala will start work shortly.

Albania, a small country in the SE with the coast of the Adriatic and the Ionian, is rich in water and has large natural areas of high ecological value. However, challenges remain to address the trade-offs between water-demanding sectors, as well as to fully capture the synergies between them.
The country is almost entirely dependent on hydropower plants for domestic electricity production, and more hydropower plants are still planned to be built. This makes its energy sector extremely vulnerable to droughts and the expected impacts of climate change.
The wrong location of new hydropower facilities and incomplete environmental impact assessments can cause strong impacts on ecosystems and risk conflicts with agriculture, a sector that accounts for 40% of employment in the Balkan country and 19% of gross domestic product.
Farmers and environmentalists are concerned about the effect of hydropower projects. Their arguments are valid as agriculture and biodiversity are also critical to overall prosperity and sustainability. Albania is a net importer of food, so increased irrigation and drainage have great potential to improve the situation.
Beyond conflicts and trade-offs, there are significant opportunities to benefit from an integrated and coordinated approach across sectors.
As the energy sector in Albania is related to water management and biodiversity conservation, and both are related to food production at the same time, the Nexus methodology, being an integral part of the report and the framework project, confirms that the coordination of sectors and integration of policy objectives is possible and much needed.
In Albania, large downstream areas are prone to flooding, and the lack of proper and strong regulation of hydropower plants and associated water flows may exacerbate the issue.
The authors of the report, writes "Balkan Green Energy", say that significant benefits in flood management can be achieved if national institutions such as the Institute of Geosciences, Energy, Water and Environment (IGJEUM), charged with the regular collection of data on rainfall and water flows, and KESH, the national energy company, to join forces to regulate the functioning of the dams.
The three largest hydropower plants in the country are located on the Drin River. Their operation is regulated by rules that do not require KESH to have data on short-term weather forecasts. An update that would require better institutional coordination and data-informed operation of HPPs could bring significant benefits to flood management, the report said.
In recent years, there have been significant advances in Albania in terms of cross-sectoral coordination, especially in relation to institutional environments, the authors emphasized. They also warned that there is still a long way to go in maximizing benefits across sectors.
Coverage of water supply and sanitation services in the country is at 77% and 53% respectively, but significantly lower in rural areas.
Albania needs more irrigation, better access to water and sewage treatment plants, but also energy to power these new services.

Albania at the "worst" level of meeting needs with renewable energy

For meeting its needs with renewable energy, Albania is ranked with the "worst" level in the Western Balkans, with only 30 percent capacity.
At least this is the conclusion of a recent report by the UN Economic Commission for Europe (UNECE) and REN21 on the status of renewable energy and energy efficiency.
Renewable energy and energy conservation are key solutions to climate change mitigation.

In the analysis carried out, it is warned about low investments in Eastern and South-Eastern Europe, the Caucasus and Central Asia.
The data showed that fossil fuels remain dominant in heating, cooling and transportation, which account for 80 percent of total energy consumption.
As such, the report notes that there is massive untapped potential for renewable energy development and energy efficiency improvements in the region of Eastern and Southeastern Europe, the Caucasus and Central Asia.
The document covers 17 countries plus Kosovo. They include all nine Contracting Parties of the Energy Community, of which six constitute the Western Balkans.
"In recent months we have seen severe heat waves in many countries and dramatic floods in others," said UNECE Executive Secretary Olga Algayerova.
Renewable energy remains a key solution to mitigating climate change, but she has warned that change is not happening fast enough.
The UNECE Renewable Energy Status Report 2022 provides an analysis of the status of renewable energy and energy efficiency.
The authors have highlighted the growing awareness within municipal authorities in the Western Balkans of the link between heavy air pollution and fossil fuels and the need to phase them out.
The bottom line is that investments are far from achieving climate targets.
Rana Adib, executive secretary of REN21, has indicated that in the observed region, only Russia and the four Central Asian countries, which are all producers of fossil fuels, are self-sufficient.
Then comes Belarus, with over 70 percent, followed by Bosnia and Herzegovina and Montenegro.
They meet half of their energy needs domestically.
And Serbia is the first with increased renewable energy capacity in the Western Balkans in absolute terms from 2017 to 2021 - 0.5 GW.
While Montenegro is last, with only 0.1 GW.
Adib pointed out that countries in the UNECE target region, despite improvements in recent years, have high energy intensity, which shows that there is a lot of room for energy efficiency.
According to her, subsidies for fossil fuels remain high and tariffs for electricity from fossil fuels and nuclear power plants are still artificially low.
Also, a big delay has been recorded in investments.
"Most of the attention has been on the development of renewable energy. The reality is that we are consuming about 80 percent of the energy for heating, cooling and transportation," continued Adib.
And that they are the sectors that need the most focus for change.
The share of renewable sources in total final energy remained unchanged across the observed region from 2014 to 2019, at 18.2 percent.
The category includes traditional biomass, which is mainly the use of wood for heating. And some of the most important factors are the slowdown of hydropower and the increase of motorization
Renewable energy expert Naida Taso said governments should set ambitious long-term targets, reform the energy sector, redirect fossbil fuel subsidies to renewables and introduce carbon pricing.
She pointed out that other essential solutions for increasing the deployment rate of green energy are the simplification of permit procedures or market-based support schemes.

Boost for Sizewell C as nuclear funding plans advance

The government is moving forward with plans to fund new nuclear projects, including Sizewell C, according to documents published yesterday.
The documents show significant progress towards implementing a new funding model which will give nuclear projects the financial support they need and attract private investment.
The new Regulated Asset Base (RAB) model will see projects receive a regulated payment from electricity suppliers. The Sizewell C project in Suffolk could be the first nuclear project to use this model, subject to the outcome of current negotiations.
Under the previous mechanism to support new nuclear projects – the Contracts for Difference scheme – developers had to finance the entire construction cost of a nuclear project up front, and only began receiving revenue when the station started generating electricity.
This model led to the cancellation of recent potential projects, such as Hitachi’s project at Wylfa Newydd in Wales and Toshiba’s at Moorside in Cumbria.
Under the new RAB scheme, private investors receive greater certainty through a lower and more reliable rate of return in the early stages of a project, lowering the cost of financing it, and ultimately helping reduce consumer electricity bills. Overall consumers are expected to save more than £30bn over the project’s lifetime on each new large-scale nuclear power station compared with existing funding mechanisms.
Draft reasons for designating the company operating Sizewell C, NNB Generation Company (SZC) Limited, to receive money through the RAB have been published today. They set out the case for the Sizewell C project meeting the criteria of Nuclear Energy (Financing) Act, introduced earlier this year. Their publication brings the government a step closer to deciding on its commercial negotiations with the project developer.
As required by the Act, the document is currently being consulted on with the Environment Agency, Office for Nuclear Regulation, Ofgem and the NNB Generation Company (SZC) Limited. The consultation will close on 4 July 2022 and is the first step in potentially allowing the nuclear company to receive funding under the RAB model.
The government is also consulting on the detail of how nuclear projects would receive their funding under the new RAB model. However, economists from the University of Greenwich have warned that it is a “dreadful model” for taxpayers, and say that they could end up paying double what the government suggests.
Currently, Sizewell C is subject to an ongoing application for development consent, which is entirely separate to commercial negotiations on the project.
Earlier this year it was revealed that the government is set to take a 20% stake in the nuclear plant at Sizewell C. This followed the Net Zero Strategy – published in October last year – which implied that Sizewell was favoured by government for a large scale nuclear plant.
Backers of the proposed nuclear power station were also given a £100M government funding boost in January. The funding commitment from business and energy secretary Kwasi Kwarteng will be used to continue the development of the project which will aim to attract further financing from private investors and, subject to value for money and relevant approvals, from the government itself.
Going forward, ministers have made a commitment to reaching a final investment decision on at least one large-scale nuclear power station this Parliament.
However, there is still a chance that government could back a second large-scale nuclear power station with the future of the Wylfa Newydd nuclear power plant under discussion. New plans for the Wylfa Newydd nuclear site on Anglesey would reportedly see a power plant built costing between £14bn and £17bn.
Despite the support for these various options, the need has remained to find a way to fund new nuclear projects going forward.
Nuclear Industry Association chief executive Tom Greatrex has previously highlighted the need to find such a solution. He told a Welsh Affairs Committee evidence session about Wylfa last year that the window of opportunity “hasn’t closed” at the site but added that it is “disappointing more isn’t happening” and emphasised the need to get a financing mechanism in place.
According to Greatrex, the existing policy framework for financing wasn’t adequate and had the RAB model existed, the project could be in a “different position” as it is a “very good site”.
BEIS nuclear projects and development director Declan Burke said it is hard to say if the outcome would have been different with the RAB model but added that as per the government’s 10 Point Plan, nuclear is a “critical part” of the country’s net zero targets.

The problems arising from the energy crisis have been brought together by the governments of Southeast Europe in Thessaloniki, Greece.
The need for cooperation and investments to guarantee energy independence in the country were referred by Minister Belinda Balluku. The latter also spoke about long-term projects.
"From 2019, we started addressing intensive strategies to build new energy sources. One of the important projects that we have started is the Skavica hydropower plant. Mubadala Investment Company (Mubadala) and Abu Dhabi National Energy Company PJSC (Taqa), one of the largest listed integrated utilities companies in the region, signed agreements to invest in the privatization of two gas-fired power generation plants in the Talimarjan power complex in Uzbekistan.
The binding agreements will see Mubadala and Taqa each acquire a 40 per cent stake in two gas-fired power plants with a combined capacity of 1.6 gigawatts (GW) and the assumption of associated operations & maintenance activities. The Talimarjan Issiqlik Elektr Stansiyasi JSC (TIES) will retain the remaining 20 per cent stakeper centin each plant.
In the presence of Suhail bin Mohammed Al Mazrouei, UAE Minister of Energy and Infrastructure, and Jamshid Khodjaev, Deputy Prime Minister of the Republic of Uzbekistan and Minister of Investments and Foreign Trade in Tashkent, Uzbekistan, the agreements were signed by Khaled Abdulla Al Qubaisi, Chief Executive Officer, Real Estate & Infrastructure at Mubadala, Jasim Husain Thabet, Taqa’s Group Chief Executive Officer and Managing Director, and Jamshid Khodjaev, Deputy Prime-Minister of the Republic of Uzbekistan and Minister of Investments and Foreign Trade and Yusupov Olim, General Director of Talimarjan TPP JSC.
Al Mazrouei said: “The UAE continues to be a leader in providing secure and sustainable energy across the world and is actively investing in markets where it can leverage its expertise to create value for all stakeholders. The strategic partnership between the Government of Uzbekistan, Taqa and Mubadala will serve as a vehicle for collaboration for both countries and will create a path for future growth and investment opportunities. I would like to congratulate all parties involved in this milestone agreement.”
The transaction remains subject to the satisfaction of certain conditions precedent, including obtaining any applicable regulatory or other approvals. Completion of this transaction is expected to occur during the second half of 2023.

The 300 million euro bill that Albania paid to buy electricity would be even saltier if it weren't for the small private hydropower plants. Official data show that out of 3.64 terawatt-hours, energy produced in total during the months of January-June, almost 2 terawatt-hours, or in other words over 53 percent, was produced by private individuals.
In the conditions of a crisis that is expected to last, experts of this market estimate that more investments are needed in the direction of private HPPs and this can be achieved by selling the energy to the state for higher values.
To give a concrete example. These last five years, small producers have sold electricity for 60 or 70 euros per megawatt-hour. Meanwhile, in Italy or other countries, this energy is bought by the government at least twice as much... 120 or 130 euros for each megawatt-hour", Giordano Gorini, vice president for Energy, the Italian Confindustria in Albania, tells A2 CNN.
Urgent is the need to reduce network losses. The energy that was not used by anyone, in the first 6 months of the year, reached over 945 gigawatt-hours, an amount that would cost over 195 million euros at market prices.
According to Gorini, "this problem has been going on for a long time. It is clear that in order to have a greater production of stored energy in the distribution network, there is a need for investment. So, in parallel with the increase in energy production in the country, a significant improvement of the distribution network is needed".
In order for the country to guarantee supply, even without the need for imports, in addition to HPPs, support should also be given to solar and wind energy.
"Parallel with the development of hydropower plants, which in my opinion is essential, there should be support for private initiatives of energy production from the sun and wind, as a way to go to the much sought after diversification", says the expert of the Italian Confindustria.
Energy producers see the establishment of the Albania-Kosovo energy exchange as necessary as soon as possible.
