Ambassador Zhou Ding gives an interview about Sino-Albanian relations and the internal situation in China

The Chinese ambassador in Tirana Zhou Ding gave special interviews on Thursday to the Albanian Language Editorial Office and "News Radio" of CMG on China-Albania relations, the agreement on the mutual waiver of visas between the two countries, the optimization of epidemic control policies in China etc. Following are the highlights of these interviews.
1. On China-Albania relations
In 2022, Sino-Albanian relations have maintained a healthy and stable development momentum, and exchanges in many fields have borne many fruits. China continues to be Albania's main trade partner.
At the end of September last year, the embassy successfully co-organized with the Ministry of Culture of Albania and the Municipality of Tirana a series of activities for the "Week of Chinese Culture", such as experiencing taiji, the Exhibition of Historical Cinema-Albanian Photographs, exchanges the Chinese-Albanian national artistic festival, the Chinese cuisine festival and the evening of Chinese dances and songs, offering Albanian friends the wealth and diverse experience of Chinese culture, being welcomed by Albanian friends and further promoting human exchanges and the connection of hearts between the two peoples. Many touching scenes still remain in my mind, which fills me with confidence for the future of Sino-Albanian relations.
In the past year, maintaining close interaction with Albanian leaders and various government departments, I have also visited many Albanian cities and gone to universities, enterprises, different neighborhoods, etc., interacting with people from all walks of life and promoting exchanges and cooperation between the two countries in various fields. On behalf of the embassy, ??I have donated many times things of daily use to disadvantaged local groups and welfare institutions, demonstrating the friendship of the Chinese people to the Albanian people. Whether in cities or villages, in universities or in the neighborhood, I was deeply touched by the friendship, warm hospitality and hopes of the Albanian people for our relations.
2023 is the first year of the implementation of the development plan set out in the 20th National Congress of the Communist Party of China (note above). I believe that the Chinese-Albanian cooperation will achieve more fruits. In 2023, the Chinese embassy will continue to maintain close communication and cooperation with all spheres of life in Albania and work together to promote the better and faster development of bilateral relations, in order to benefit the two countries and the two peoples.
On January 16, I, as a representative of the Chinese government, and the Deputy Foreign Minister of Albania, Megi Fino, on behalf of the Albanian government, officially signed the visa waiver agreement. I feel very honored to have had the opportunity to participate in this historic event. In 2018, the Albanian government unilaterally implemented the visa waiver policy for Chinese nationals during the tourist season, and at the end of 2019, the year-round visa waiver policy began. Since then, both sides have communicated about signing the mutual visa waiver agreement. In October 2021, the then State Councilor and Foreign Minister of China Wang Yi visited Albania, which gave a new impetus to the deepening of exchanges and cooperation between the two countries in various fields.
This is a gift to the Albanian people at the beginning of the new year 2023, it is also another living embodiment of the traditional friendship between China and Albania and a monumental event in Sino-Albanian relations. We believe that the entry into force of the "Agreement" will effectively promote exchanges and cooperation between the two countries in the fields of economy, trade, tourism, culture and education and will further deepen the friendship between the two peoples. Albania has picturesque views, a pleasant climate and many world cultural heritage sites, so it has unique tourist resources. As the COVID-19 situation around the world improves, it is believed that more Chinese tourists will visit Albania and make a greater contribution to the recovery of the tourism industry and the economic and social development of Albania. At the same time, I believe that more and more Albanian friends will travel to China.
2. On the current situation of China
In 2022, China's economy overcame the impact of the epidemic and developed steadily. The annual GDP exceeded 120 trillion yuan, with an increase of 3%, making an important contribution to the stabilization of the world economy and the development of global trade. Based on scientific and rational analysis and judgment, the Chinese government optimized and adjusted epidemic prevention and control measures at the end of last year. Currently, many provinces and cities in China have passed the peak of the epidemic, and the return to normal production and life has accelerated. Albania and China with visa waiver agreement

Albania and China have signed an agreement on Tuesday for the mutual waiver of visas for the citizens of the two countries.
The decision was taken at the meeting of the Albanian Government on December 18 of last year, while the agreement was signed on January 17, 2023.
The news was announced by the Prime Minister of Albania, Edi Rama.
"After 30 days, China opens visa-free for Albanians", he wrote on his Facebook account.
The agreement is expected to enter into force in a month.

The two economic advisors of Prime Minister Berisha, Petraq Milo and Suzana Guxholli, have been implicated in a conflict of interest in one of the largest water concessions, benefiting from the concession in cooperation with a family member of the Prime Minister. TIRANA, January 9 /ATSH/ Deputy Prime Minister, at the same time Minister of Infrastructure and Energy, Belinda Balluku stated today that Albania intends to become an energy leader in the region, becoming a net exporter by 2030.
In her speech at the press conference regarding the annual work analysis for 2022 as well as the objectives for 2023, Balluku stated that the country's problem was that energy was produced only from water.
She underlined that energy should be produced by photovoltaic parks, wind farms, and gas.
Regarding the energy produced by the wind, Balluku said that, "we started with the EBRD and we have closed the first phase and we will now close the second phase, having a winning company, a company like 'Voltalia' that won photovoltaic parks. We will have one or several companies, as this is a hybrid competition, which can build a total of 200 MWh from the wind".
But, added Balluku, "we have another project, very big, important and aggressive, which is the gasification of Albania. It is a new policy, it started a few years ago, we already have a company 'Albgazin'".
"We have already reached a moment when 2023 will be the year of the realization of some of the most important projects, starting with the gasification of Korça," said Balluku.
According to Balluk, the gasification of Fier will follow after Korça, emphasizing that these two cities are the first for this project due to their proximity to the TAP gas pipeline system.
Balluku underlined that, "Albania aims to become an energy leader of the region, becoming a net exporter by 2030".
Balluku further added that this year there was interest from the private sector to enter the energy field and no longer seeking the support of the prepaid and predetermined price from the state.
"During this year we have approved 7 projects, which are equivalent to a capacity of 300 MWh, or in other words an injection from the private investor in Albania with 180 million euros. meanwhile, 55 projects are for approval in MIE, which in their total are equivalent to 1.7 GW, or in other words 1.1 billion euro financial injection in the Albanian economy", said Balluku.
"The strong entry of the private sector into the energy industry, but without the support of the state, until yesterday money was taken from the state to maintain the private sector, now the opposite is happening, it is a historical momentum for Albania, which during 2023 will significantly materializes", said Balluku.
