Albanian governments have awarded hundreds of concessionary or PPP contracts over the last few years, placing a heavy financial burden on the state budget with the latter.

Invited to the show "In Focus" on Scan TV, journalist Emirjon Senja listed a large number of concessions and PPP contracts, which according to him should be evaluated case by case depending on what the Albanians have benefited from.


Asked by the journalist Mira Pogaçi about the contracts that are success stories, Senja listed two sectors, which according to him are positive examples. According to him, the first sector is that of concessions in Health, as well as the second, that of electricity production, such as private HPPs.

" There are two important sectors from which I would take as examples of success contracts from which Albanians have benefited greatly and the state budget has saved money from public funds.

The first case is the dialysis service, where it is already universally accepted that patients receive a much better service and, above all, at a cheaper cost for the state budget.

Previously, the state paid the cost of transportation, attendants as well as the cost of the service for patients who came from distant areas to undergo dialysis in Tirana, and all this cost was 98 euros per session, whereas today patients receive the service near the city of theirs and the cost is lower, 80 euros ", said Senja, also stopping at the HPPs.

" We saw the impact of private HPPs during the last electricity crisis where the price on the Hungarian stock exchange went over 500 euros per megawatt, while we know that more than half of the energy produced in the country last year was precisely from private HPPs, from which the Albanian state buys energy at a preferential price.
