Hannover House have never filed a form 15. Maybe previous owners of the shell, years ago. Not really sure if that makes a difference in them filing through SEC or not. Is it easy to receive a new CIK? Their filings arent going through as Mindset any longer, but as Hannover House? No type of SEC approval is required for that?
