The registration, just like the Form 15, goes with the Corporation. It doesn't matter under which name or which management filed it. The fact exists that Hannover House is NOT currently registered with the SEC, and has no legal right to file Form 8-K or 10-Q on EDGAR.
They are obviously using the old CIK. And the Company logs in to EDGAR and changes the name and contact information. It is not even reviewed by the SEC, most of the time. It is automatic.
I wonder if the SEC even realizes that Hannover is filing these documents. Yet.
