Exactly, they are watching these "private ventures" and taking notes for a reason. Nothing better than a program completely funded off the backs of private equity and monitored by the individual State which also has to fund it's own programs.
Now who would really like a piece of the real action in the future????? Could it be a beaten down industry that has lost multiple cases in the past couple of decades that has well established commercial and distribution operations...... hmmmmmm.....
