Freep, you're literate, and literally speaking, a neckline is in between shoulders. Points 1 and 2 in the stockcharts illustration start and end the neckline. Read their glossary definition again.
As for seeing or not seeing, I've got 20:12 vision in one eye, and 20:15 in the other. It's quite likely there are none here with better natural vision unless someone's taken Ted Williams' head, cloned him, and replicated his 20:10 vision.
