You're reading a PRE 14C, it's the DEF 14C that makes it the official statement, and even then the "voting process" if it's real or not will take a few weeks, then it will be posted on the daily list for official corporate action to take place.
"The reverse stock split will become effective as of ___________, 2006. Beginning at the effective time, each certificate representing the pre-split shares will be deemed for all corporate purposes to evidence ownership of the post-split shares."
