I know what you mean Mike. In some cases, it's just a case of selling the engineering and assembling the system, and paying any royalties.
I think Riggs came up with an industry that needs the work and the workers, but only if government mandates it. Sure, some of the more noble players will clean it without mandates and provide a niche, but most will just dispose of it the most economic way possible. It might play out state to state.
