Sure. MMs can short naked to meet demand. That's their job. They do, however, have to cover eventually. Most of the time, they cover pretty quickly, as flippers and daytraders start to sell.
And then, of course, when the stock crashes and burns. When what you describe happens, it's almost always because there's a paid promotion going on.
