LG, it doesn't always have to be the responsibility of the federal government.

But in this case an agreement was reached for this to be handled by a federal agency (C of E) yet the funding withheld due to the Iraq war. I'm sure that this decision and its role in the current catastrophe will receive much scrutiny over the months to come.
