Well, if memory serves, the DTCC froze CXAC because shares were sold into the market illegally, by a third party, in a wrap around agreement. Jorge didn't do anything illegal.
And,from what I gather, the reason that JB has to wait for the NIR debacle to be settled is that he'll need to show financials to the DTCC when he reapplies.
