You can click the For, Against or Abstain buttons and then submit your vote, but if you actually read the ballot, you will see that these voting options are under the "other proposals" area of the screen. I assure you I am not mistaken and I have optionsXpress as well.
Also, there is a note that says:
1.) Information only - there are no voting items.
You may think you voted on this item via this screen, but you have not.
