if that where the case, that would be a material event and i would assume that idcc would have to file an 8k stating such....

Didn't they say at the CC the difference was due to the vol. discount?

IDCC management reiterated that Samsung royalty estimated payment did not change. So it seem that the panel did not adjust the base rate down, they must have slashed the rate at the higher volume.

This is of course assuming that there was a change to the base rate independent of volume discount.
