Every mandate to buy something could be viewed as an economic stimulator. As we've already seen, the courts are not inclined to see it that way. In addition, there is a large upfront cost (smaller for the cell phone based units, but still not 0). It took decades to legislate seat belt laws and they were already installed. We still don't have a uniform helmet law. The country is not clamoring for more requirements and regulations of industry, nor are the EOBR manufacturers likely to be big contributors to politicians.

All in all, I think the manufacturers will need to sell their devices based on cost savings benefits - and that's a tough sell to most smaller businesses.
