if this was just a regulation or a rule and that's it, then I might agree with you. But the EOBR regulation is actually an economic stimulator. It will stimulate a massive amount of new businesses, new jobs, new revenues, and new taxes for the government to collect. This on top of the cost saving benefits to the trucking/bus industries is why this rule is going to happen.
I do think that the HOS rule will be shelved, since that won't spark any economic activity downstream.
Remember what the underlying issue with these regulations, it's because most of them impede economic growth, however the EOBR rule actually sparks economic growth. Think big picture here people...it's the government, they won't keep their focus in a silo just looking at the impact to the truck industry, they will include impacts to ALL industries, and the EOBR rule will have a great impact on all industries. IMHO of course.
