I wouldn't read so much on that. It's just a 5 days delay. I would say they agreed because it is non even 1 week delay, in any case, it's a great irresponsibility that the the Acting comptroller of the OCC just don't appear ontime, probably on holidays, unbelivable.
They say he has been out of the country since the 9th, before the Court's order, like nowadays being out of the country makes you unavailable by phone, mail,etc...
