Not if the ICC expects to get paid...

As I understand things about the ICC, the companies can settle in advance of the award thus making the issuance of the award unnecessary, but if companies cannot rely on the ICC to complete the task, there would be no motivation to use their services IMO.

no,but they can delay 3 months,if new particulary relevant material facts come out,like IMHO nok fakely representing a damage on their sales.
