Yes. It is specific to brokerage firms. I think Scottrade may not allow trading until lock is lifted off. I was checking at some other stock which had a similar issue on Scottrade.
For Example
Copper King Mining Corp (CPRKQ:OTC). DTC had issued lock on this stock effective from 13th June 2011. Scottrade does not allow trading for this stock. But it is still trading with heavy volume. Other brokerage firms allow trading on this stock.

IMO Scottrade may not allow trading for this stock until lock is lifted off. But it will still trade on Tuesday. I have already opened the account with Zecco. I will move my shares to Zecco if Scotty does not allow me to trade.

Well, it would seem that E-trade does not use them for clearing. Thank goodness for that. I do feel sorry for all the folks using ST or another broker using DTC as a clearing house. Guessing they will have to sit by the sidelines while this continues to move up.

Sucks being a ST account holder I guess.

The Depository Trust Clearing Corporation, a company that offers a clearing service for Scottrade,
has placed a Global Lock on this security. This means that any security under this lock is not able
to be traded through any participating DTC brokers.
