In addition to this, you might want to do the following also.

-Configure Windows security zones to block that IP.
-If you are behind a router, you can block the IP there.

For Security Center:
1) Start->Settings->Control Panel -> Security Center
3) Click on Internet Options.
4) Click on Security Tab
5) Select Restricted Sites and click the "Sites..." button
6) A dialogue will pop up. Add the IP and click "Add".

The above assumes you haven't messed with the default settings for "Restricted Zone".

For Routers: you'll have to see your manual. but in most cases, if you bring up a browser and enter somethinglike 198.0.0.1, it will bring up your router config screen, where you can add rules on which ips and ports to block.

Finally, if you like to go to war with those that attack you, you can route any traffic from that IP back to the sender.
-Start->Run>
-type 'cmd' and hit OK (or Command if older version of windows)
-type "Route' and it will show the intructions on how to use.

For those that are curious, what that list does is redirect your browser to 127.0.0.1 (an internal address to your machine) every time your browser tries to access any of those sites.
