There is a file in your \WINNT\system32\drivers\etc or C:\WINDOWS\system32\drivers\etc directory named HOSTS.

The HOST file blocks sites that you do not want to surf. There is an explanation of it on Microsoft.com but it would be easier to Google the info.

This is a portion of my HOST file, I couldn't post the entire file because it's almost 300k.

btw: It also blocks advertising sites.
